About this opportunity
The Library of Congress is soliciting competitive bids under FAR Part 13 for contractor support to enhance, maintain, and upgrade the Currency Reader Information Management System (CRIMS), a web-based platform that processes requests for currency readers distributed to visually impaired U.S. residents. The primary objective is to implement a secure Azure web-based user interface and associated functionality to increase electronic patron engagement, enhance system security, and migrate from paper-based workflows to fully electronic operations while maintaining digital signature capabilities and reducing reliance on custom-coded legacy modules. Key requirements include maintaining CRIMS, supporting legacy system upgrades utilizing commercial off-the-shelf software, improving system security through Microsoft Azure cloud infrastructure, and adhering to all applicable Library of Congress information security regulations and government-wide initiatives to reduce paper documentation. The Library will evaluate proposals using a best-value trade-off approach, with non-price factors significantly more important than price, assessing technical approach, corporate experience, staffing management, key personnel qualifications, and pricing details. The original quote submission deadline was December 26, 2025 (extended via Amendment 0001 from the initial December 15, 2025 date), with Amendment 0002 issued on December 16, 2025 to provide responses to vendor questions and updated pricing templates.
There are no set-aside designations applied to this solicitation. Capstone IT, Inc. is identified as the current incumbent contractor. The contract is structured as firm-fixed-price with a base period running from February 18, 2026 through February 17, 2027 (12 months), and an optional three-month extension from February 18, 2027 through May 17, 2027, with pricing submitted by offerors using the provided quote template that includes labor categories such as Cloud Engineer, Software Engineer, and Microsoft Azure Support services. Key operational parameters indicate the system processes approximately 100 monthly webform submissions and 200 entries per week (10,000 shipments annually), supports fewer than 10 users, and manages approximately 150,000 patron records, with work organized into 12 monthly sprints and an estimated 168 shared hours per sprint during the base period. The place of performance is Washington, DC 20540, with the contractor responsible for provisioning and managing the Azure hosting environment while the incumbent participates in a three-month transition period.

A copy of the Request for Quote and its assocated attachments are attached. Please refer to these documents for additional informaiton.
Objective:
The LOC seeks contractor (CTR) support to increase electronic patron engagement and patron record security by implementing a secure Azure web-based user interface, as well as associated tools and functionality, to enhance application throughput for the Program. The LOC envisions leveraging CTR support to –
- Maintain CRIMS.
- Support recent legacy upgrades that use COTS software.
- Continue devolving paper-based workflows from the application process.
- Continue migrating system user operations to a fully web-based electronic workflow to maximize efficiencies.

- Comply with a government-wide initiative to reduce hard-copy paper in the workplace.
The intent of this requirement is to achieve several key objectives:
- Supporting a new CRIMS user interface (UI) to reduce reliance on custom coded legacy operations modules in the CRIMS system.
- Further reducing reliance on the current, paper-based workflow that involves patrons submitting their applications via US Mail.
- Maintaining digital signature capability as a surrogate to the current wet signature model.
- Enhancing the patron customer experience through faster and easier order processing using an end-to-end electronic workflow.
- Reducing reliance on paper forms used to generate patron records in accordance with (IAW) government direction and policy to limit the use of paper forms wherever possible.
- Reducing error rate/guesswork on the part of Library staff processing hand-written paper forms.
- Adhering to all applicable LOC information security regulations, policies, and best practices.
