About this file
This file is a Questions and Answers (Q&A) document for a Library of Congress (LOC) solicitation for Currency Reader Information Management System (CRIMS) Support, Enhancements, and Upgrades (Solicitation 030ADV26Q0024). The opportunity seeks a contractor to maintain and support the CRIMS system, with a focus on leveraging Microsoft Azure to improve electronic patron engagement, enhance system security, and migrate from paper-based workflows to a web-based electronic system. Key technical requirements include supporting legacy system modules, maintaining FedRAMP compliance, implementing security enhancements, and providing ongoing system maintenance.
The solicitation includes 24 detailed questions and answers covering topics such as project staffing, Azure hosting, system architecture, transition planning, and pricing. Specific contract details include 12 monthly sprints, an estimated 168 shared hours per sprint, and separate line items for system support (CLIN 0001) and Microsoft Azure support services (CLIN 0002). The system currently processes approximately 100 monthly webform submissions, supports less than 10 users, and manages around 150,000 patron records. The incumbent will participate in a 3-month transition period, and the new contractor will be responsible for provisioning and managing the Azure hosting environment.

| 1 | Price Quote Template | Columns E and F in the pricing template. | Can the Library please clarify the labor mix and expected hours. Is this total hours per sprint? If so, what is Column F showing? |
| Column E in the pricing template appears to indicate the level of effort for this project is 228 hours total plus the MS Azure role. | The Library has updated the price template. The Library estimates for CLIN 0001, 168 shared hours per monthly sprint. | ||||
| 2 | Price Quote Template | Row 13 and 23 | Does the Library have an estimated number of hours for MS Azure support? | The library belives azure support is roughly 5-7 hours per month. | |
| 3 | RFQ, Statement of Work | How many people does the Library anticipate on this project? |
Can one person fill multiple roles? Recommendation is -
• Required: One PM during business hours and One Sys Admin to support 24-7 system maintenance and hosting.
• HELP Desk support will be needed during business hours 8:30-5:00PM Eastern.
• OFF hours emergency contact needed.
• One Application Engineer on call.
• Yes, one person can fulfill multiple roles as long as they can meet all requirements in the statement of work.
4 General Are there any existing performance concerns on CRIMS that would impact transition in? CRIMS must maintain connection to a parent database known as Patron Information Management System (PIMMS), which is and internal database hosted by the Library.
Cross project team correspondence will be needed infrequently between the outgoing incumbent and the awardee of these requirements. The existing order has a 3 month transition period.
5 55 Section L: 1. Technical Approach i. An initial draft 1-page MS Project-formatted Boundary and Architecture proof-of-concept diagram(s) IAW C.4.5.2 depicting offerors’ proposed approach to satisfy the requirements of the SOW. Would the government accept an architecture diagram that uses MS Azure stencils regardless of the tool to actually create the diagram?
| You cannot create boundary or architecture diagrams directly in Microsoft Project, as it is a project management tool, not a diagramming tool. Its primary function is to manage timelines, tasks, and resources, though the Network Diagram view can be adapted to visually represent sequential dependencies. | Yes, though Microsoft Visio is recommended in which Stencils compatible. | ||||
| 6 | Tab. FY26 CRIMS Price Template | Section B – CLIN 0002; Section C.4.5.2; Attachment J5 | “CLIN 0002 – Microsoft Azure Support Services. Firm Fixed Price. This line item supports Azure-related costs and services necessary to support CRIMS.” | Can the Government please clarify whether this CLIN is intended to cover: (a) Azure enterprise support subscriptions (e.g., Microsoft Unified Support), (b) Azure resource consumption and hosting costs (e.g., App Services, SQL Database), (c) contractor-provided cloud administration and monitoring labor, or (d) a combination of the above? |
Additionally, does the Government intend to furnish an Azure Gov tenant and subscription, or is the contractor expected to provision and manage Azure hosting under this order?
| Section B lists CLIN 0002 as “Microsoft Azure Support Services – Firm Fixed Price.” | d) This CLIN is intended to cover All of the above (a through c); The Library has no plans to furnish Azure resources. The contractor is requirement to provision and manage Azure hosting environment under this order. | ||||
| 7 | 7, 11 | Section C.2; Section C.4.5 – Scope & Technical Requirements | “The current CRIMS system includes legacy custom modules and COTS components recently upgraded… Contractor shall support and enhance CRIMS…” | Can the Government clarify the current maturity level of the application (e.g., beta vs. production), and whether the selected contractor will assume responsibility for existing source code and documentation? |
Will the Government provide access to code repositories, infrastructure-as-code (IaC), and design artifacts during transition?
The CRIMS system appears to be already built and deployed, with past enhancements performed by the incumbent. 90% of the CRIMS system is already in production with approximately 10% undergoing leg upgrades currently in beta. Yes, the awardee will assume responsibility for existing source code and documentation.
There is a 3-month transition period with the incumbent contractor.
8 11, Attachment J7 (7-9) Section C.4.5.1; Attachment J7 Agile Methodology; Attachment J1 SLA “Library estimates up to 12 sprints of maintenance and 3 sprints of development activities.” Will the Government provide a prioritized product backlog or enhancement roadmap at the start of the contract?
Does the Government anticipate ~3 development sprints during Year 1, or a different amount?
This will help offerors estimate the level of effort between new development (e.g., application sprints) and operations & maintenance. The incumbent contractor will provide the historic/prioritized backlog / enhancement roadmap as part of the 3-month transition period.
There Library estimates minimal development work, with work mostly focusing on implementation support for COTS Azure.
Option Year 1 is another transition period. Work will include a blend of maintenance and development since CRIMS is a legacy system, at a reduced level of effort.
9 pp. 8, 25 Section C.3; Section H; CLIN 0002 “Contractor shall deploy the system in the Library’s FedRAMP Moderate Microsoft Azure cloud hosting environment…” Is the CRIMS system currently hosted in a Government-owned Azure subscription, or in an incumbent-managed tenant?
Will the Government provide access to the existing Azure Gov environment and related RBAC structures at contract start, or is a full redeployment expected? The stated reference text does not appear in the active solicitation. CRIMS is currently hosted in the incumbent managed tenant.
No, the government does not have an existing Azure Gov environment. The awardee is required to host the CRIMS system in MS Azure.
10 p7, Att. J1 p. 2 Section C.2; Attachment J1 (Service Level Agreement) “NLS processes approximately 200 applications per week. System must maintain accurate fulfillment and reporting… Can the Government provide baseline system statistics to support level-of-effort estimation?
For example: (a) total number of CRIMS users; (b) average monthly webform submissions; (c) database size or storage footprint; (d) approximate number of application records or device requests processed annually. Less than 10 read/write system users.
Support average of 100 webform submissions per month.
Avg of 7000 text based transactions annually keyed into system to sustain a dbase upwards of 150,000 patron records.
Ongoing blob storage requirements will be discussed during transition to manage footprint.
11 11, 26 Section C.4.4; Section H.10 (Transition/Phase-In) “Contractor shall execute a transition-in plan…” / “Contractor shall provide a Phase-Out Plan and support a transition to Government or successor.” Will the incumbent contractor participate in transition support during the phase-in period?
Will the Government facilitate knowledge transfer, and will existing documentation (e.g., configuration management plan, SOPs) be provided to the incoming team? Yes, the incumbent will participate in transition support.
Knowledge transfer will be facilitied through a mix of incumbent and Library resources.
12 Tab. FY26 CRIMS Price Template CLIN 0002; Attachment J5 (Price Template) “Contractor shall propose a price for Azure Support Services. Firm fixed price per period. Government anticipates Azure costs but does not specify service tier.” For pricing CLIN 0002, if Azure support licensing is required (e.g., Unified Support, CSP subscriptions), is there a preferred support tier or ceiling cost?
| Should offerors treat this CLIN as a direct cost pass-through, or should pricing include contractor G&A and fee? | Historically all Azure related products and services were rolled up into the incumbent's price for CLIN 0001. Only on this contract has the Library separated Azure products and services into a separate CLIN. Please see the updated level of effort estimate in Attachment J5 which shows the Library's historical estimated level of effort. | ||||
| 13 | Tab. FY26 CRIMS Price Template | CLIN 0002; Attachment J5 (Price Template) | MS Azure Support | Could LOC explain what additional support is expected beyond any existing Microsoft support contract that the Library currently maintains? |
