About this opportunity

The Department of State is seeking quotations for a Blanket Purchase Agreement (BPA) to provide tires and tire winter/summer rotation services for the U.S. Mission in Geneva. The solicitation requires vendors to supply tire procurement and maintenance services, including tire mounting, balancing, geometry control, repair, climate control, storage, and disposal of old tires. Interested vendors must be registered in the System for Award Management (SAM) prior to submission and must submit quotations electronically to genevaprocurement2@state.gov by November 21, 2025, at 5 pm local time. The U.S. Government intends to award the contract to one or more responsible companies submitting acceptable offers at the lowest price based on technical acceptability and responsibility. Key submission requirements include a completed Standard Form 1449, compliance with stated evaluation factors outlined in Section 4, representations and certifications, and proof of SAM registration.

This solicitation carries no set-aside designation and the government has estimated a total contract value of $150,000, with individual purchase orders not to exceed $10,000 per order. The services will support a 30-vehicle fleet at the U.S. Mission in Geneva, Switzerland, with vehicles requiring tire sizes ranging from 15 to 20 inches. Multiple BPAs may be awarded to qualified vendors meeting the technical and pricing requirements. The place of performance is Switzerland, and vendors should note that incomplete proposals will not be accepted and all submissions must be in English. Prospective offerors are strongly encouraged to register in SAM immediately, as registration typically requires at least two weeks to complete, and failure to be fully registered at the time of proposal submission may result in the proposal being deemed incomplete.
