About this opportunity
The Department of State seeks renovation of the playground at the U.S. Embassy in Kuwait, with quotations due July 29 at 10:00 AM Kuwait local time. Amendment 0002, issued July 22, distributes Questions and Answers clarifications; a mandatory site visit was scheduled for July 15 at 09:30 AM Kuwait local time to allow contractors to inspect the premises and prepare accurate proposals.
Place of performance is Bayan, Kuwait. The scope includes demolition and removal of existing playground materials and equipment, surface preparation with a crushed-aggregate subbase or optional 10-centimeter concrete slab, installation of new rubberized safety tiles (minimum 2.5 inches thick, compliant with USCPSC, ASTM, and ABA standards), supply and installation of new playground equipment from Landscape Structures or equivalent manufacturers (brands from China not accepted), new curbstone at perimeter where needed, and surface drainage grading. The renovation covers an approximately 18-meter by 26-meter playground area. Removed equipment and materials must be stored outside the compound with proper disposal at government-approved facilities. The existing metal canopy structure and shade structure remain untouched unless damaged during work.
The contractor must provide detailed equipment layouts, safety zones, accessible routes, and compaction testing per ASTM D698. Prior to commencing work, the contractor must submit Activity Hazard Analysis, Safety Plans, Heat Remediation Plans, and medical response plans. Workers' compensation insurance per FAR 52.228-3 is required for all employees. A U.S. prime contractor may satisfy local licensing requirements through a named Kuwait subcontractor. Quotations must be submitted exclusive of VAT; the Government provides tax exemption documentation post-award. No performance bond, payment bond, or bank guarantee is required. The Government will provide temporary utilities and power and coordinate material deliveries during normal business hours with laydown sites outside the compound.
Award will be made to the responsible company submitting a technically acceptable offer at the lowest price without discussions unless discussions are deemed necessary. Quotations must remain valid for a minimum of 90 days from submission. NAICS 423910; PSC N078.
