About this file
This document is a Questions and Answers (Q&A) clarification for RFQ_19KU2026Q0006, a Request for Quotation for Embassy playground renovation at the U.S. Embassy in Kuwait. The Q&A addresses 60 questions from potential offerors and provides clarifications on solicitation requirements without modifying the underlying RFQ; in case of inconsistency, the RFQ as amended governs.
Key project requirements include: renovation of an approximately 18m x 26m playground area with installation of new rubberized safety tiles (minimum 2.5 inches thick, compliant with USCPSC, ASTM, and ABA standards), supply and installation of new playground equipment from Landscape Structures or equivalent manufacturers (brands from China not accepted), removal of seven existing playground equipment items with footings, site preparation with either crushed-aggregate subbase or optional 10cm concrete slab, new curbstone at perimeter where needed, and surface drainage grading. The contractor must provide detailed equipment layouts, safety zones, accessible routes, and compaction testing per ASTM D698. Removed equipment and materials are to be stored outside the compound with proper disposal at government-approved facilities. The existing metal canopy structure and shade structure remain untouched unless damaged during work. Quotations must be submitted exclusive of VAT, with the Government providing tax exemption documentation post-award. No performance bond, payment bond, or bank guarantee is required. The contractor must submit Activity Hazard Analysis, Safety Plans, Heat Remediation Plans, and medical response plans prior to commencing work (not with initial quotation). A U.S. prime contractor may satisfy local licensing requirements through a named Kuwait subcontractor. Workers' compensation insurance per FAR 52.228-3 is required for all employees. Site visit attendance is not mandatory for quotation submission. The Government will provide temporary utilities and power and coordinate material deliveries during normal business hours with laydown sites outside the compound.
