About this opportunity
Ames Laboratory, under its prime contract with the U.S. Department of Energy, seeks a fixed-price proposal for concrete sidewalk repair services, with proposals due June 23 at 4:00 p.m. CDT (extended by Addendum 1 issued June 18). There is no set-aside; evaluation will apply lowest-price technically acceptable (LPTA) methodology.
Place of performance is Ames, Iowa (2408 Pammel Drive). The base bid covers approximately 2,000 square feet of concrete removal, disposal, and replacement in front of the Technical and Administrative Facility (TASF) building; an alternate bid covers 1,000 square feet in front of the Metals Development (MD) building. Work includes limited subgrade preparation, salvage and replacement of accessories, and placement of 4,000-psi air-entrained, fiber-reinforced concrete via chute or buggies with standard broom finish. Substantial completion is required no later than August 31 or September 25 (RFP main document and Addendum 1 state different dates; source materials conflict on this specification). Addendum 1 clarifies that fiber reinforcement comprises approximately 1% volume per ASTM C1116/C1116M; joint sealant applies only to isolation joints between existing and new concrete, not sawcut control joints; and for TASF, contractors must quote two color options (Red & Gray in-kind replacement, and Grey), while Metals Development requires only Grey.
Work must comply with Davis-Bacon prevailing wage requirements under General Decision Number IA20260028 (Story County, effective May 18, 2026, Modification 1), with rates ranging from $21.36 to $41.40 per hour base depending on classification and zone. The Buy American Act applies to construction materials. If the contract exceeds $150,000, performance and payment bonds within ten calendar days of contract execution are required. All contractor personnel must complete OSHA 10-hour construction safety training and comply with 10 CFR 851 Worker Safety and Health Program, DOE crystalline silica exposure limits (TLV=0.025 mg/m³ RCS), and Ames Lab's OSHA+ safety standards. A mandatory pre-proposal meeting and site tour occurred June 4 at 9:00 a.m. CDT. Offerors must submit cost breakdown for labor, materials, and overhead (base and alternate), 5% bid bond, construction schedule, safety questionnaire, SAM.gov registration, W-9, signed health and safety plan, and three client references. Small business eligibility threshold is $45 million average annual receipts under NAICS 237310.
