About this opportunity
Ames National Laboratory, operated by the Department of Energy, is seeking proposals for a Legacy Card Reader Upgrade project under RFP SC-25-658. The solicitation invites contractors to replace existing legacy card readers across the Ames Laboratory campus, focusing on updating access control systems for PIV (Personal Identity Verification) compatibility. The procurement will follow a Lowest Price Technically Acceptable (LPTA) evaluation methodology, considering factors such as supplier capability, financial condition, and past performance. Contractors must have an Experience Modification Rate (EMR) of 1.0 or lower and provide proof of financial stability. Key dates include a mandatory pre-proposal conference on January 9, 2025, questions due by January 14, 2025, and proposal submissions due on January 24, 2025 at 4:00 PM CST, with an anticipated award date of February 7, 2025.
The contract is not set aside for any specific business category and will be open to all qualified contractors. The project will be performed at the Ames Laboratory facility located at 2408 Pammel Drive in Ames, Iowa, with work to be completed under the NAICS code 236220 for Commercial and Institutional Building Construction. While no specific total contract value is explicitly stated, the NAICS size standard is $45 million, and a 5% bid bond is required with the price proposal. The Laboratory will accept educational and government contract holder discounts, including GSA and NASA SEWP pricing. Contractors must comply with comprehensive Environment, Safety, and Health (ESH) requirements, provide specific insurance coverage, and adhere to detailed technical specifications for access control system upgrades across multiple building divisions.
