About this opportunity
The National Oceanic and Atmospheric Administration seeks commercial satellite-based environmental monitoring data across seven functional categories through an Indefinite Delivery/Indefinite Quantity contract and associated Task Order 1, with proposals due May 22, 2026, and questions due May 5, 2026. This is a multiple-award IDIQ with no set-aside, NAICS 518210.
Place of performance is Silver Spring, Maryland. The IDIQ covers global commercial space-based data delivery including GNSS Radio Occultation, GNSS Reflectometry, Microwave Sounders, Multispectral Imagery, Infrared Sounders, Thermospheric Neutral Density, and Active Sensors. All data must be delivered near-real-time to the NESDIS Common Cloud Framework in compliance with NIST SP 800-53 High baseline security controls and ISO 19115-1:2014 and ISO 19139-1:2019 metadata standards. Contractors must provide technical documentation, calibration support, and 24/7 points of contact for operational task orders.
The IDIQ base ordering period runs September 1, 2026 through August 31, 2031, with one optional five-year ordering period through August 31, 2036. The overall ProTech 2.0 ceiling across all domains is $8,000,000,000. Task Order 1 specifically procures GNSS Radio Occultation profiles and Total Electron Content tracks with a base period from December 1, 2026 through December 1, 2028. Contractors must propose a minimum of 500 compliant RO profiles per day; the base CLIN allows up to 26,000 profiles daily with optional surge CLINs providing additional 10,000-profile increments.
Pricing is Firm-Fixed-Unit-Price consumption-based, billed monthly for data successfully delivered and accepted. Contractors must propose pricing across tiered quantity ranges and five data license options (Options 1, 2, 2A, 3, 3A) governing distribution rights from unrestricted Creative Commons to government-only access. The Government intends multiple IDIQ awards by functional category and up to three TO-1 awards to ensure redundancy, though single awards are possible if best value supports it. Evaluation weighs Technical Capability significantly more heavily than Price. All prospective offerors must be actively registered in SAM.gov. Questions must be submitted in writing to IDIQ Contracting Officer Paul Batrony (paul.batrony@noaa.gov) or TO-1 Contracting Officer Suzanna Espinoza (suzanna.espinoza@noaa.gov).
