About this file
This is Amendment 0003 to a Request for Proposals (RFP) for an Indefinite Delivery Indefinite Quantity (IDIQ) contract issued by NOAA (National Oceanic and Atmospheric Administration) for commercial environmental data services from space-based platforms. The solicitation number is 1305M426R0011, with a performance period of September 1, 2026, to August 31, 2031. The NAICS code is 518210 (Data Processing, Hosting, and Related Services), and the contract is being administered by CSAD-Pro-Tech Services in Silver Spring, Maryland.
Amendment 0003 makes three substantive changes: (1) revises the proposal form requirement from Standard Form 33 to Standard Form 1449; (2) removes CAR clause 1352.209-71 regarding limitation of future contracting; and (3) adds a requirement that offerors claiming zero subcontracting opportunities must provide detailed written rationale in their Volume I-Business proposal explaining why the work cannot be subcontracted. Proposals must be submitted electronically by 10:00 AM Eastern Time on May 22, 2026, to Paul Batrony (contracting officer) and Daniel Ok (contract specialist) at paul.batrony@noaa.gov and daniel.ok@noaa.gov. Questions must be submitted by 1:00 PM Eastern Time on May 5, 2026, using Attachment J.7. Proposals must be valid for a minimum of 180 days and consist of three volumes: Volume I (Business), Volume II (Technical Capability with an 8-page limit per Functional Category), and Volume III (Price). The Government anticipates award without negotiations, and the solicitation remains open for on-ramping during the IDIQ ordering period with rolling awards evaluated on proposal receipt order, subject to resource availability. Task Order 1 for NOAA GNSS Radio Occultation Commercial Data Buy will also be awarded, with submission instructions provided in attachments J.4 through J.6.

Note: See the proposal submission instructions, including the provision describing treatment of late submissions, modification, revision, and withdrawal of proposals at FAR 52.212-1.
This solicitation remains open for the duration of the IDIQ’s ordering period(s) to allow for on-ramping (See RFP Section G.5). After award of the initial IDIQ contracts, awards will be made on a rolling basis.
There is no fixed timeline for award; timelines will vary based on the volume and complexity of proposals received. Proposals will generally be evaluated in the order they are received, subject to resource availability.
L.4.1 Communications and Questions
Communications concerning this solicitation or requests for clarification shall be made in writing to Paul Batrony, contracting officer, at paul.batrony@noaa.gov and Daniel Ok, contract specialist, at daniel.ok@noaa.gov.
Questions shall be submitted by 1:00 PM Eastern Time on May 5, 2026 to Paul Batrony, contracting officer, at paul.batrony@noaa.gov and Daniel Ok, contract specialist, at daniel.ok@noaa.gov. Offerors shall use Attachment J.7 to submit their questions. Please be advised that questions that do not have the appropriate reference information may not be answered. The Government will attempt, but does not guarantee, that it will answer questions submitted after the date specified above. Regardless of when posed, all answers to questions not involving discussion of proprietary information will be answered via an amendment to the solicitation and provided to all Offerors at www.SAM.gov. The Government will not attribute the questions to the submitting Offerors, but the text of the questions mailto:paul.batrony@noaa.gov mailto:daniel.ok@noaa.gov mailto:paul.batrony@noaa.gov mailto:daniel.ok@noaa.gov mailto:paul.batrony@noaa.gov mailto:daniel.ok@noaa.gov https://basprod.unisonglobal.com/prism.net/Documents/Common/Details/www.SAM.gov and answers will be available to the general public.
L.4.2 Delivery of Proposals
All proposals shall be exclusively submitted in electronic format as specified below to Paul Batrony, contracting officer, at paul.batrony@noaa.gov and Daniel Ok, contract specialist, at daniel.ok@noaa.gov. The Government does not authorize submission of hard copy, telegraphic, or facsimile offers for this solicitation. The Offeror shall mark the electronic file with the solicitation number, 1305M426R0011. The Government will not be responsible for any electronic delivery failure including any resulting in missing the submission deadline. It is the Offeror’s responsibility to confirm receipt of submitted proposals. The email must include the name of the organization, along with the name and phone number of the individual submitting the proposal.
L.5 GENERAL INSTRUCTIONS
Offerors shall examine and follow all instructions. Failure to do so will be at the Offeror's own risk. Prior to evaluation of proposal submissions, a compliance review will be performed to ensure that all submissions comply with solicitation requirements, to include the proposal schedule and formatting instructions. Offerors whose proposals do not follow all instructions may be deemed “noncompliant” and disqualified from further evaluation. Proposals shall conform to solicitation provisions and be prepared in accordance with this section. To aid in the evaluations, proposals shall be neatly prepared, clearly and concisely written, properly indexed, and logically assembled. Offerors are asked to bear in mind that all material submitted should be directly pertinent to the solicitation requirements.
Extraneous narratives, elaborate brochures, marketing materials, and so forth, shall not be submitted.
All pages of each part shall be appropriately numbered, identified with the name of the Offeror, the date, and the solicitation number.
Offeror proposal submissions shall address all requirements identified in Section L and the evaluation factors set forth in Section M of the solicitation.
All acceptable proposals must demonstrate the Offeror’s understanding of the requirements and associated risks. The Government considers statements that the prospective Offeror understands, can, or will comply with the specifications, or statements paraphrasing the requirements or parts thereof to be inadequate and unsatisfactory. The Government further considers mere reiteration of the requirement or standard reference material to also be inadequate and unsatisfactory.
The proposal shall be valid for not less than 180 calendar days from the proposal due date (also applies to on-ramp proposals). The Offeror shall make a clear statement that the proposal is valid until such date in Volume I – Business of the proposal. The Government reserves the right to request additional information after receipt of Offeror’s response to the solicitation.
L.5.1 Proposal Integrity
In responding to this RFP, it is the Offeror’s responsibility to provide current, complete and accurate information in their proposal. If, in reviewing the proposal, the Government identifies or otherwise learns that the provided proposal information is not accurate or misrepresents the Offeror’s status or capabilities, that information may be used in the evaluation or by the contracting officer as part of the mailto:paul.batrony@noaa.gov mailto:daniel.ok@noaa.gov

L.6.2 Volumes
L.6.2.1 Volume I – Business
The Business Volume consists of the actual offer to enter into a contract to perform the desired work. It shall include:
a. Company name including any dba, business address, UEI, TIN, CAGE, business size status under NAICS 518210, name and contact information (email, phone number) of primary point of contact/authorized negotiator
b. Validity period of proposals (no shorter than 180 days)
c. Proposal Form (Standard Form 1449), is to be executed (with the signature of an authorized company official) and included in this Section for the solicitation and any subsequent Amendments.
d. The Offeror shall verify that all Representations and Certifications required by this solicitation are current, accurate, and complete in the System for Award Management (SAM.gov) as of the date of proposal submission.
In lieu of submitting a full Section K, the Offeror shall include the following statement in this volume:
"The Offeror [Name] hereby certifies that its entity-level representations and certifications, as maintained in the System for Award Management (SAM.gov), are current, accurate, and complete as of [Date of Submission]. These certifications are incorporated by reference into this proposal and any resulting contract."
e. Exceptions. Should the Offeror claim exception to any requirement in the solicitation, these exceptions shall be clearly listed as exceptions and rationale for them provided in this volume.
The Government may evaluate any exceptions submitted to the solicitation negatively and may reject a proposal that includes exceptions. The absence of identified exceptions in this volume will be deemed as acceptance of all terms and conditions of the solicitation and resulting contract.
f. Small Business Subcontracting Plan. In accordance with FAR 52.219-9 –Small Business Subcontracting Plan, Offerors that are Other-Than-Small Businesses shall submit a Small Business Subcontracting Plan. Offerors may use the template provided as Attachment J.3 – Subcontracting Plan Template for submitting subcontracting plans. For purposes of submitting subcontracting plans, the Offeror shall assume a $100,000,000.00 total task order amount for the life of the contract. If an Offeror believes there are zero subcontracting opportunities, they must provide a detailed written rationale within their Volume I-Business explaining why the work cannot be subcontracted.
L.6.2.2 Volume II – Technical Capability
a. The Technical Capability Volume shall describe the Offeror's ability to meet the requirements specified in the Statement of Work (SOW), at the time of proposal submission, in one or more of the Functional Categories. For those Functional Categories with subcategories (“subcategories” as referenced in the SOW and Attachment J.2), Offerors shall describe their ability to meet the requirements for one or more of the subcategories. Each proposed Functional Category must be presented in its own dedicated section within the Technical Capability Volume. Furthermore, Offerors shall clearly identify the Functional Category(ies) or subcategory(ies), as applicable, to which they are proposing.
[NOTE: Contractors are only eligible to compete for Task Orders issued under the specific Functional Categories and subcategories (as applicable) for which they were evaluated (technical and price) and granted an award at the IDIQ level. An awardee’s IDIQ contract shall explicitly identify the Functional Categories and subcategories (as applicable) for which they are qualified.]
The Technical Capability Volume shall include a detailed explanation demonstrating the Offeror's capabilities addressing the SOW, including, at a minimum:
1. Ability to meet the requirements specified in the General sections in SOW Section C.3. All Offerors must meet these requirements.
2. Ability to meet the requirements specified for each Functional Category in the SOW to which the Offeror proposes (Sections C.4 through C.10). For those Functional Categories with subcategories (“subcategories” as referenced in the SOW and Attachment J.2), Offerors shall describe their ability to meet the requirements for one or more of the subcategories.
3. Risks that may affect timely delivery and/or data quality and how they will be mitigated, including, but not limited to, instrumentation, launch, licensing delays, ground system infrastructure, and/or downlink limitations.
Merely restating the minimum specifications is not sufficient.
Offerors may propose additional capabilities from space-based platforms (SOW Section C.11) supporting additional environmental product areas. NOAA will not evaluate these capabilities in this initial award round; however, NOAA may evaluate new proposals during the on-ramping period as new NOAA requirements arise. If this evaluation occurs outside of the proposal validity period, NOAA will request re-validation.
b. The Technical Capability Volume must demonstrate the Offeror’s capability to provide operational environmental data from a space-based asset. Specifically, the Offeror must answer whether or not they currently have a physical asset on-orbit (defined as orbiting Earth at an altitude equal to or greater than 100 km above sea level) that collects environmental data. If they do not currently have a physical asset on-orbit, then the vendor must demonstrate a credible plan to provide operational data on-orbit (defined as orbiting Earth at an altitude equal to or greater than 100 km above sea level). The data proposed must meet the criteria outlined in Section C.3. of the IDIQ SOW, in addition to the criteria in one or more of the Functional Categories and/or subcategories (as applicable) specified in Sections C.4. through C.10. of the IDIQ SOW. Specifically, the Offeror must meet one or more of the following criteria for each Functional Category to which the Offeror proposes:
1. Commercial Availability: The asset is on-orbit; the dataset(s) are commercially available;
and the dataset(s) meet(s) the requirements as defined in the SOW.
2. Commercial Alignment: The asset is on-orbit; and the dataset(s) are commercially available in a manner similar or complementary to the requirements as defined in the SOW.
3. Scheduled Launch: The vendor has a reserved space on a scheduled launch that will meet or augment Criteria (1) or (2).
4. Planned Mission: The vendor has a planned mission that is expected to meet or augment the appropriate stated requirements.
a. An Offeror may be awarded a contract if they provide a credible plan to the Government and demonstrate a clear commitment to acquiring on-orbit capability.
Acquiring on-orbit capability includes launching, deploying the on-orbit capability, and demonstrating the ability to provide continuous on-orbit data to NOAA.
b. Credible plan is defined as one that:
i. Clearly identifies the planned on-orbit capability and its relevance to the stated requirements;
ii. Includes a feasible schedule with key milestones and detailed essential goals describing how each milestone will be achieved, demonstrating attainment of the on-orbit capability;
iii. Describes the technical, programmatic, and organizational approach for achieving the capability, including dependencies and assumptions;
iv. Clearly describes the progress of proposed sensor/instrument development;
v. Identifies principal risks in achieving the planned mission and reasonable mitigation strategies; and
vi. Demonstrates that the Offeror has access to, or a realistic plan supported by compelling evidence, to acquire the resources necessary to execute the plan.
Resources include descriptions and supporting documents relating to key finances, personnel, and facilities.
L.6.2.3 Volume III – Price
a. The Offeror's price proposal shall include a completed copy of Attachment J.2 Price Schedule (Volume III.a). Offerors need only to complete the worksheets for the Functional Category(ies) to which they are proposing. For Functional Categories with subcategories, Offerors need only to complete the subcategory(ies) to which they are proposing. Additional instructions are included in Attachment J.2.
b. The Offeror shall include a Price Narrative (Volume III.b) on how the rates in Attachment J.2 were developed and the rationale for why the Offeror considers them to be reasonable.
Offerors shall describe comprehensively and in detail how the rates were developed in order to eliminate, or at least minimize, the need for clarification questions by the Government as it reviews the price proposals. The Government anticipates award without negotiations, so proposals shall provide an Offeror's best and final pricing.
c. In order to determine whether offered prices are fair and reasonable, the Government reserves the right to request that the Offeror provide cost breakdowns to support proposed prices.
d. Related to L.6.2.2(a) above, Offerors may propose pricing for additional capabilities from space-based platforms (SOW Section C.11) by adding a tab to Attachment J.2. NOAA will not evaluate these capabilities in this initial award round; however, NOAA may evaluate new proposals during the on-ramping period as new NOAA requirements arise. If this evaluation occurs outside of the proposal validity period, NOAA will request re-validation.
L.7 CONTENT OF RESULTING CONTRACT
Any contract awarded as a result of this solicitation will contain Sections A through J. Section K will be incorporated into the resulting contract by reference.
The applicable technical specifications offered in the Technical Capability Volume will be incorporated in the resulting contract as the minimum delivery requirements.
Contractors will only be eligible to compete for Task Orders issued under the specific Functional Categories and subcategories (as applicable) for which they were evaluated (technical and price) and granted an award at the IDIQ level. An awardee’s IDIQ contract will explicitly identify the Functional Categories for which they are qualified.
The Government reserves the right to allow existing IDIQ contract holders to add Functional Categories and/or subcategories (as applicable) to their contract after the initial award. If a Contractor gains the capability to perform in a Functional Category for which they were not originally awarded, they may submit a proposal to add Functional Categories that will be evaluated based on the schedule and criteria established in this solicitation. If the Government determines the Contractor meets the technical criteria and the proposed pricing is fair and reasonable, the additional Functional Category or subcategory will be incorporated into the Contractor's IDIQ contract via bilateral modification.
Once the modification is executed, the Contractor shall be eligible to compete for Task Orders issued under that Functional Category.
L.8 ALTERNATE PROPOSALS
Alternate proposals will not be considered. Offerors may only submit one proposal as the prime contractor or Joint Venture.
L.9 TASK ORDER 1 INSTRUCTIONS
In addition to the placement of the IDIQ(s) resulting from this solicitation, NOAA anticipates awarding
Task Order 1 (NOAA GNSS Radio Occultation Commercial Data Buy). Please see attachments J.4 through J.6 for further Task Order 1 proposal submission instructions.
