About this opportunity
The Department of State is seeking a contractor to provide preventive maintenance services for potable and HVAC water treatment systems at the U.S. Consulate in Karachi, Pakistan. The solicitation (RFP 19PK4025Q5007) requires a comprehensive maintenance contract covering multiple chillers, chilled water circulation pumps, and associated water treatment equipment. Contractors must submit electronic quotations by March 10, 2025, at 15:00 Pakistan standard time, with all proposals in PDF format and not exceeding 30MB. A virtual pre-quotation conference is scheduled for February 27, 2025, at 11:00am, with only two representatives per firm permitted to attend. The government intends to award the contract to the responsible company submitting the lowest-priced, technically acceptable offer, potentially without further discussions. All offerors must be registered in the System for Award Management (SAM) database prior to submission, with failure to do so potentially rendering the proposal non-responsive.
The contract will be a firm-fixed price agreement with a base year starting June 15, 2025, and three additional one-year option periods. There is no specific set-aside designation for this procurement, making it open to all qualified contractors in the Plumbing, Heating, and Air-Conditioning Contractors category (NAICS 238220). The place of performance is the U.S. Consulate located in Karachi, Pakistan, with a postal code of 75600. The scope of work includes comprehensive water testing, chemical treatments, equipment maintenance, and performance monitoring for both HVAC and potable water systems. The contract covers multiple chillers ranging from 40 to 185 tons, 14 chilled water circulation pumps, and associated water treatment equipment. Contractors will be required to provide detailed pricing for the base year and option years, including repair labor rates and emergency service rates, with the expectation of semi-annual maintenance services.
