About this opportunity
The FDA's Office of Acquisitions and Grants Services is conducting market research for technical services to support the Center for Tobacco Products' public education campaigns addressing tobacco-related death and disease, with responses due by July 15, 2026. This is an RFI/Sources Sought Notice issued under FAR Part 10 and does not constitute a commitment to solicit or award; the government will not acknowledge receipt or provide feedback to respondents.
The contemplated contract is structured as an IDIQ with task orders defining further specifications. The contractor will plan, develop, produce, and deliver public education campaigns targeting audiences ranging from 10,000 to 100 million people, using privacy-safe marketing tools. Services include financing and placing annual media buys of up to or exceeding $100 million and potentially developing additional campaigns supporting CTP's regulatory authorities under the Tobacco Control Act. Labor and Other Direct Costs are funded annually throughout the period of performance.
Respondents must demonstrate freedom from organizational conflicts of interest, particularly any financial relationships or contractual obligations with tobacco product manufacturers, distributors, or regulated industry stakeholders. Responses must address eight detailed capability questions covering audience engagement strategies, innovative advertising approaches, multi-audience campaign management, media financing capacity up to $100 million annually, expertise in privacy-restricted paid media targeting, negotiation of favorable media platform rates, campaign performance monitoring, and a complete 2025 client list with spending estimates across streaming video, YouTube, social media, paid search, streaming audio, and gaming. Respondents should also identify existing GSA Schedule or GWAC contracts that could support these services. Historical spending patterns indicate 70–75 percent of total contract value allocated to media buys as other direct costs.
