About this file
This document is a draft labor categories attachment for the FDA's "Protecting Americans from Tobacco-Related Death and Disease" support services contract. The file establishes the proposed labor category structure that would be utilized for task orders under this indefinite delivery/indefinite quantity (IDIQ) contract vehicle. The labor categories are designed to support the full range of public education activities, including planning, developing, producing, and delivering public education campaigns targeting audiences from 10,000 to 100 million people, with potential annual media buys exceeding $100 million. These categories would apply to comprehensive services across multiple campaigns supporting the Center for Tobacco Products (CTP) regulatory authorities under the Tobacco Control Act.
The draft labor categories serve as the foundation for pricing and resource allocation throughout the contract's period of performance. Contractors responding to the eventual solicitation would be required to provide labor rates and staffing proposals based on these established categories. This document is a template/draft for establishing the labor structure rather than a final definitive list, allowing for refinement during the formal solicitation process. The specific labor category rates, required qualifications, and staffing levels would be negotiated and finalized once the FDA transitions from this market research/sources sought phase to the formal Request for Proposals.
