About this opportunity
The U.S. Department of Transportation's Maritime Administration (MARAD) is conducting a Request for Information (RFI) to identify potential contractors for vessel insurance verification and risk management services. The RFI targets contractors who can support the Office of Marine Financing (OMF) and Office of Financial Approvals & Marine Insurance (MAR-770) in verifying insurance requirements for vessels financed under the Federal Ship Financing Program (Title XI). Interested vendors must provide capability statements demonstrating expertise in reviewing insurance certificates for specific vessel types including Cargo Ships, Articulated Tug Barges, and Tankers. Contractors will be expected to mitigate risks, provide shipbuilder repair risk support, and offer claims assistance for financed vessels. The deadline for submitting responses is May 13, 2025, at 2:00 PM EST, with submissions required via email to durba.ray@dot.gov and bryant.fields.ctr@dot.gov.
The solicitation does not include a specific set-aside designation and is open to all qualified vendors. The NAICS code for this opportunity is 524210 (Insurance Agencies and Brokerages), which suggests the government is seeking specialized insurance verification services. While no specific award value is mentioned, the RFI indicates the government is exploring potential contract structures that include a base contract with four option periods. Vendors are asked to provide estimated cost information and demonstrate their team's qualifications, including individual team members' experiences, job titles, education, and rate shares. The performance will be conducted at the contractor's location during standard work hours, with the primary objective of supporting MARAD's ongoing vessel financing and insurance verification processes under 46 U.S.C. Chapter 537.
