About this file
This document is a Request for Information (RFI) issued by the U.S. Department of Transportation's Maritime Administration (MARAD) for market research to identify potential contractors for insurance verification services for Title XI vessels. The RFI seeks vendors with expertise in vessel insurance, specifically for Cargo Ships, Articulated Tug Barges, and Tankers, to support MARAD's Office of Marine Financing and Office of Financial Approvals & Marine Insurance. Interested vendors are required to provide detailed capability statements addressing their experience with Jones Act and Title XI vessels, team qualifications, and ability to review insurance certificates, report insurance lapses, and provide marine insurance compliance recommendations.
Key requirements include submitting company details (name, address, NAICS code), outlining vessel insurance experience, detailing support team credentials (experiences, job titles, education, man-hours, and rate shares), and demonstrating capabilities in insurance verification and compliance reporting. The RFI requests vendors to suggest an appropriate NAICS code (currently 524210) and provide an estimated cost for a base contract with four option periods. Vendors should submit their responses by May 13 at 2 PM EST via email to durba.ray@dot.gov, with a copy to bryant.fields.ctr@dot.gov.
