About this opportunity
The Department of the Navy Naval Supply Systems Command is seeking sources for urgent repair services for Warping Capstans 3 and 5 aboard the USS Gerald R. Ford at Naval Station Norfolk. This pre-solicitation notice is a Sources Sought request for qualified vendors to provide comprehensive maintenance and repair of specialized naval equipment, focusing on installing and testing Rockwell Automation PowerFlex components. The contract will be structured as a commercial item procurement with a firm fixed price, requiring U.S. citizen vendor representatives who can comply with base security directives and obtain appropriate credentials. Responses must be submitted electronically to Joseph Frech by 09:00 AM EST on May 27, 2025, and are limited to five typewritten pages. Evaluation criteria will emphasize technical expertise, capability to perform the specialized repair services, and documentation demonstrating the contractor's ability to meet the specific technical requirements outlined in the draft Performance Work Statement.
No specific set-aside designation has been applied to this opportunity, which means both small and large businesses can compete. The procurement is for a single award contract with an urgent turnaround timeline, targeting the NAICS code 336611 (Ship Building and Repairing) with a size standard of 1,300 employees. While no specific award value is mentioned, the contract will cover labor, materials, and equipment necessary to fully repair and test the warping capstans to meet original equipment manufacturer specifications. Contractors are expected to provide a written condition report and repair estimate for any equipment requiring extensive maintenance, with work to be performed primarily aboard the ship at Pier 11. The period of performance requires vendors to include lead time in their response, indicating a rapid deployment expectation for this critical naval vessel maintenance task.
