About this file

This Performance Work Statement (PWS) details repair requirements for Warping Capstans 3 and 5 aboard the USS Gerald R. Ford at Naval Station Norfolk. The primary objective is to provide comprehensive troubleshooting, maintenance, and repair services, including all necessary labor, materials, and equipment to ensure the capstans are fully operational. The work involves installing and testing multiple Rockwell Automation PowerFlex components such as inverters, cable frame kits, power interface boards, power supply kits, and associated electrical components, with a specific focus on meeting original equipment manufacturer (OEM) technical specifications.

The contract requires U.S. citizen vendor representatives who will comply with base security directives, obtain appropriate base passes/ID badges, and perform work primarily aboard the ship at Pier 11. The scope includes delivering a written condition report and repair estimate for any equipment requiring repair beyond routine maintenance, and ensuring all capstans are in working order prior to departure. Additional requirements include coordination with the CVN-78 Technical Point of Contact for logistics such as employee badging, naval base access, installation dates, and scheduling deliveries. The procurement will be handled as a commercial item contract with an urgent turnaround timeline.
