About this opportunity

The Defense Logistics Agency is issuing a Request for Information regarding content authoring tools for eLearning development, with responses due by September 30, 2026. This is market research only; the Government does not intend to award a contract based on RFI responses and will not compensate respondents.

DLA seeks information on software platforms to address potential loss of access to Storyline360, which currently supports the Multimedia team's course development and maintenance operations. The agency requires vendors to address full-feature software licensing for evaluation, interoperability with other authoring tools, content migration strategies, time-to-develop metrics, platform agility, and enterprise support capabilities.

Required technical capabilities include asset management for complex branching and interactive elements, reliable deployment to SCORM 1.2/2004, xAPI, and HTML5 formats, and professional-grade technical support. Respondents should also address seat-based scalability, maintenance tiers, and annual enterprise licensing cost models.

Vendors must submit responses limited to three pages, including product overview, evaluation models for full-license access, migration capabilities, support and training resources, and company information. Respondents with FedRAMP Authorization or security compliance certifications should highlight these credentials. Submissions are due to J. Phillip Amiss at John.Amiss@dla.mil with "content AUTHORING TOOLS RFI RESPONSE" in the subject line. Respondents are encouraged to submit nonproprietary information to the maximum extent possible; proprietary information should be clearly marked.
