The services encompass comprehensive athletic training including injury prevention, evaluation, treatment, and emergency response, as well as strength and conditioning program development and implementation for 25 varsity sports and four club teams comprising over 600 cadet-athletes. Key requirements include current National Athletic Trainers' Association (NATA) and National Strength and Conditioning Association (NSCA) certifications, compliance with NCAA, HIPAA, FERPA, and Coast Guard standards, and maintenance of detailed medical records in accordance with federal PII regulations. The contractor must provide competition support for home and away events, varsity practice coverage Monday through Friday from 1600-1800 hours, athletic training room services daily from 0800-1900, and specialized support for the Physical Fitness Exam and Swab Summer training program. Capability statements must be submitted by 4:00 p.m. ET on February 4, 2026, limited to ten pages, and directed via email to Contract Specialist Romeo Rigor with Contracting Officer Alan Boucher copied, addressing the organization's experience with athletic training services, strength and conditioning certification, medical record compliance, and continuity of effort procedures.
The current incumbent contractor is Laredo Technical Services, Inc., based in San Antonio, Texas, which holds the existing Competitive Small Business Set-aside designation. This RFI is for market research purposes only as the USCG determines whether to maintain the small business set-aside for this recompete acquisition; no formal set-aside decision has been announced at this time. The contract is classified under NAICS code 621340 (Offices of Physical, Occupational and Speech Therapists, and Audiologists) and PSC code Q518 (Medical – Physical Medicine/Rehabilitation). The contract term will consist of a one-year base period with four one-year option periods, with performance occurring at USCGA in New London, Connecticut at 31 Mohegan Avenue, and requiring off-campus travel for away competitions. No specific award value or budget range was disclosed in this market research phase, as this RFI is designed to assess contractor capability and market availability before issuing the formal solicitation.
