About this opportunity

The General Services Administration (GSA), Federal Acquisition Service (FAS), Professional Services Human Capital Division is conducting a Request for Information (RFI) to gather market intelligence on labor rate data analysis solutions. The agency seeks comprehensive information from industry vendors about data sources and market research capabilities for analyzing both professional and non-professional labor rate data with a focus on fully burdened labor hour rates. These rates must include complete cost breakdowns encompassing wage rates, benefit rates, overhead costs, indirect expenses, and profit levels across various industries and occupations. The primary objective is to help the government assess the fairness and reasonableness of contractor-submitted labor hour pricing. Responses are due by February 22, 2025, with vendors expected to provide detailed company profiles, capability statements, and methodologies for calculating fully burdened labor rates.

This pre-solicitation notice indicates no specific set-aside designation and does not commit the government to any procurement action. The RFI anticipates processing over 100,000 queries annually, suggesting a potentially significant market research initiative. While no specific award value is mentioned, the comprehensive nature of the request implies a robust market research effort targeting labor rate intelligence across multiple sectors. Vendors are expected to demonstrate expertise in handling diverse cost structures and provide transparent cost breakdown calculations. The government is seeking vendors with established methodologies for labor rate analysis, comprehensive industry knowledge, and the capability to generate detailed, accurate labor rate intelligence that can support federal procurement decision-making processes.
