About this file
This is a Request for Information (RFI) from GSA's Federal Acquisition Service seeking industry input on data sources and market research capabilities for analyzing fully burdened labor rates across professional and non-professional categories. The RFI aims to identify vendors who can provide or generate fully burdened labor rate data that includes wage rates, benefits, overhead, G&A, indirect costs, and profit levels across various industries, US geographies, and experience levels, with an estimated annual throughput of over 100,000 queries per year.
Responses are due by 3:00 PM Eastern Time on February 22, 2025, to Mark Sachse at mark.sachse.gsa.gov. Key capabilities sought include: established methodologies for calculating fully burdened labor rates, ability to handle diverse cost structures across industries, demonstrated expertise in labor rate analysis, and transparency in cost breakdown calculations. Vendors must submit company profiles including employee count and revenue data, capability statements detailing their methodologies, and relevant past performance information including contract numbers, values, and performance periods. The RFI explicitly states it does not commit the government to any procurement action or payment obligations.

Subject: Request for Information (RFI) - Services Pricing Market Research and
Intelligence Solutions - Fully Burdened Service Hourly Labor Rates
The General Services Administration (GSA), Federal Acquisition Service (FAS), Professional Services Human Capital Division, is seeking information from industry on data sources, market research capabilities, and/or solutions to analyze both professional (e.g. engineering, financial, technology development, etc.) and non-professional labor rate data (e.g. data entry operator, accounting clerk, motor vehicle technician, etc.) that is fully burdened or could be used to create fully burdened labor hour rates.. Fully burdened labor hour rates include all company costs to provide the labor; including wage rates, benefit rates, overheads, other indirect costs, and profit levels from a range of industries and occupations. Fully burdened labor rates can come in the form of prices paid for services or other cost build up methods to develop a fully burdened rate. The Government’s use is to assess the fairness and reasonableness of contractor submitted labor hour pricing. This RFI is intended to gather information and does not commit the Government to any procurement action or obligate payment for responses.
Concept of Services and Operations:
The Government is seeking vendors with existing data sources, market research capabilities, and/or solutions capable of providing or generating fully burdened labor rates for a wide range of commercial labor categories across industries, US geographies, and experience levels.
Area of Consideration: The Government is seeking access to fully burdened labor rates via: established and reputable commercial and/or Government data sources, repositories of curated data integrated across multiple data sources, online portals providing users access to data and/or market research on a subscription basis, services pricing market research information archives or knowledge repositories, and/or the development of a standalone platform to provide the fully burdened labor rate data to the Government .
Estimated Annual Throughput: Over 100,000 queries per year.
Capabilities Sought:
a. Fully Burdened Labor Rates: The GSA’s contracting programs price services based on a fully burdened labor rate, which includes direct labor costs, benefit rates, overhead/indirect costs, General and Administrative (G&A) expenses, indirect costs, and profit. Procurement analysts then compare labor rates across occupations, industries, experience levels, and geographies to determine if contractor submitted labor rates are fair and reasonable.
b. Cost Structure Diversity: Due to the varied cost structures across industries and geographies, performing a consistent cost build is challenging. Gaining sufficient sample sizes to ensure statistically relevant results is also challenging.
c. Desired Expertise: GSA is seeking a vendor with an established methodology and robust information collection approaches for calculating/estimating fully burdened labor rates across different industries and geographies or processes for collecting fully burdened labor rates that have been paid by commercial and/or Government entities.
d. Cost Breakdown Transparency: The vendor must be able to demonstrate how overhead, G&A, indirect costs, and other relevant expenses are derived and incorporated into the fully burdened rate and provide documentation on data collection processes and calculation methodologies to ensure validity of information provided
