About this opportunity

The Defense Health Agency, through the U.S. Army Medical Research Acquisition Activity (USAMRAA), is conducting market research for radiological sample analysis services to support the Defense Centers for Public Health - Aberdeen (DCPH-A). The Lab Sciences Directorate requires comprehensive radiological analysis capabilities for environmental and biosurveillance samples from various worldwide locations, including natural and man-made disaster sites, as their current analytical capacity is insufficient for all required testing. Contractors must possess ISO 17025:2017 accreditation, DoD Environmental Laboratory Accreditation Program (ELAP) certification, and demonstrate expertise in analyzing radiological contaminants across multiple sample matrices including urine, water, soil, air filters, and tissue samples using state-of-the-art instrumentation. This Request for Information (RFI) seeks capability statements not exceeding 10 pages that demonstrate technical expertise, relevant experience from three contracts within the last five years, and approaches to meeting the requirement. The original response deadline of July 14, 2025, has been extended to 10:00 AM Eastern Time on July 29, 2025, to allow industry review of the revised draft Performance Work Statement.

The anticipated procurement will be structured as a small business set-aside under NAICS code 541380 (Testing Laboratories and Services) with a size standard of $19.0 million, though the government reserves the right to pursue full and open competition based on market research results. The requirement has been active for at least 20 years with the current contract in place since 2024, indicating an established need with existing contractor performance history. The anticipated contract period spans five years from September 2025 through September 2030, structured as a Firm Fixed Price arrangement with an estimated annual analysis volume ranging between 2,000 and 10,000 samples. The contract will require capabilities to provide results within specific turnaround times ranging from 8 to 21 days depending on sample priority levels. While no specific budget range is disclosed in this pre-solicitation phase, the substantial duration and analytical volume requirements suggest a significant contract value opportunity for qualified radiological testing laboratories.

Previous acquisition strategies included a review of previous workloads from the Laboratory Information Management System (LIMS) and sample projections provided by the Lab Consultants to identify trends in anticipation of future needs. These were then matched with potential labs via research on multiple online databases including the American Association for Laboratory Accreditation (A2LA), NELAC and & National Environmental Laboratory Accreditation Program (NELAP), and ANSI National Accreditation Board (ANAB) Directories of Accredited Organizations.  DCPH-A requires specific accreditations for the various analysis testing.
