About this opportunity

The General Services Administration (GSA) Public Buildings Service has issued a Request for Information (RFI) regarding Power Monitoring Expert (PME) Software applications and system support. This RFI is conducted under Federal Acquisition Regulation (FAR) Part 10, which mandates market research before developing new acquisition requirements. The notice is specifically from the Office of Facilities Management (OFM) and seeks to understand potential contractor capabilities for supporting advanced metering systems. As a market research tool, this RFI is not a formal solicitation and does not constitute a binding contract opportunity. The research aims to explore qualified sources and potential support strategies for their Power Monitoring Expert software infrastructure.

Contractors interested in responding must submit supporting narratives via email to Contract Specialist Tyrone Dallas by 12:00 PM Eastern Time on March 24, 2025. The primary objective is to identify vendors capable of providing comprehensive technical support for PME software, including system maintenance, data integration, and device connectivity management. The GSA anticipates potential follow-up virtual demonstrations, which would be conducted on a GSA-hosted web platform and limited to two hours with time for panel questions. There are no specific set-aside requirements, meaning the opportunity is open to all qualified contractors in the Computer Facilities Management Services sector. Respondents should be prepared to support software maintenance tasks such as pulling data from connected devices, confirming device visibility, and ensuring current system functionality. The GSA emphasizes that all costs associated with preparing and submitting a response will be solely at the contractor's expense, and no compensation will be provided for RFI participation.

Notice text

The Federal Acquisition Regulation (FAR) Part 10 requires the Government to conduct market research before developing new requirements documents for an acquisition. Results of market research will be used to determine whether qualified sources exist and if alternative support strategies will meet Government requirements.

One of the ways the Government conducts market research is to issue a Request for Information (RFI).

In accordance with FAR 52.215-3, Request for Information or Solicitation for Planning Purposes (Oct 1997), this Request for Information (RFI) is for planning purposes only and is not a Request for Quotes (RFQ), Request for Proposals (RFP), Invitation for Bids (IFB) or an obligation on the part of the Government to acquire any services. Responses to this RFI are not offers and can/will not be accepted by the Government to form a binding contract. The Government reserves the right to determine how it should proceed as a result of this notice. Furthermore, those who respond to this RFI should not anticipate feedback with regard to their submission. The Government will not pay any cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding party’s expense. The information provided in this RFI is subject to change and is not binding on the Government. Follow up demos may be requested by GSA to gain further information regarding products/services. If necessary, demonstrations will be virtual on a GSA-hosted web platform for no longer than 2 hours in duration, with allotted time for questions from the GSA review panel.

GSA seeks support for Power Monitoring Expert (PME) Software applications for advanced metering system. This will allow Office of Facilities Management (OFM) to plan, assess, design, develop, implement, and simplify integrations and repair work for training, and projects.
