Project Objective and Background

GSA seeks support for Power Monitoring Expert (PME) Software applications for advanced metering system. This will allow OFM to plan, assess, design, develop, implement, and simplify integrations and repair work for training, and projects.

The Government is seeking support for Power Monitoring Expert (PME) and PME2024 system support and maintenance. Contractor shall provide this support and maintenance to the software and ensure process in place to pull data from connected devices into the front end and confirm that the devices can be seen and are current in Power Monitoring Expert (PME). Below outlines the description of needs and itemizes the services requested for GSA’s current Power

Logic Power Monitoring Expert (PME) Energy Management System.

The intent is to manage the enterprise infrastructure (PME) related to the installed advanced meters that are capable of collecting data at least daily and connect data to a front-end advanced metering system. GSA currently has Schneider Electric Power Monitoring Expert

(PME) front end advanced metering system which is on the GSA network which has been in place since the late 2000s and requires annual software and system upgrades and maintenance. In addition, regions from time-to-time connect all or some of their metered locations to the system. The Power Monitoring Expert (PME) uses an API to send data GSA

LINK system; and GSA digital signage as well as has subscription service that allows for data to be shared with GSA's virtual auditing program. As the system has developed, natural gas, steam and water usage data feeds were added, and usage data is now being collected for those utility services. The system now connects over 580 buildings to the system. As such, it is essential that the services provided are designed with information on the system related annual software, upgrades and maintenance.

*Please note that the scope of GSA assets that will need this support will be significantly reduced. We are anticipating a 50% reduction in assets, so please take this into consideration with pricing.
