About this opportunity
This Pre-solicitation Notice is for a Request for Information (RFI) issued by the Department of the Air Force Materiel Command Lifecycle Management Center regarding the follow-on to the NISSC II contract. The Government is interested in receiving industry feedback on best practices and recommendations for contract and program management approaches to support changes to the attached Performance Work Statement (PWS). The goal is to shift from an overarching compilation of efforts into tailored contract structures that maximize mission and program management performance. Specifically, the Government is exploring a model with a single principal integrator overseeing two separate lines of effort - DevSecOpsInt and Sustainment. Responses to the RFI are due by May 3, 2024, and the Government plans to further engage with industry following review of the submissions.
The RFI is not a set-aside procurement, and the current NISSC II incumbent is Jacobs Technology Inc. While no award value or budget range is provided, the PWS covers requirements for operating, maintaining, and sustaining the CCIC2S, Legacy Space C2, and Engineering and Sustainment Tools systems that provide classified communications and processing capabilities for the NORAD and USSPACECOM missions. The contract will likely utilize a mix of Firm-Fixed-Price, Cost-Plus-Incentive-Fee, and Cost-Reimbursement Contract Line Item Numbers.

The Government is analyzing potential changes to the contract strategy used for NISSC II, starting with the Government side of the strategy. This may involve changes to number or scope of contracts, different Government Wide contract, or other changes compared to NISSC II. The Government anticipates releasing a sources sought on a TBD Government Wide contract vehicle to establish these anticipated changes from NISSC II. We will be inviting discussions with industry at that time, including companies on or off the selected vehicle, and anticipate that discussion opportunities will continue throughout the acquisition process.
Anticipated NAICS has not been determined yet. The Government anticipates encouraging maximum teaming with the prime sustainment contract, so the selected NAICS would only apply to the prime – proposed subcontractors would fall under other proposed NAICS.
