About this opportunity
The U.S. Department of State's Bureau of Medical Services is conducting market research through a Request for Information to explore alternative solutions for multi-mission aviation support services, specifically air ambulance capabilities and medical crisis support for medium-to-high threat locations. The RFI seeks commercial aviation service providers capable of delivering short-notice medical evacuations, biocontainment capabilities for transoceanic transport of patients with highly infectious diseases, and comprehensive aviation support services to replace or supplement their current Multi-Mission Aviation Support Services (MMASS) contract. Key requirements include dedicated aircraft with minimum range capabilities of 3,400 statute miles (with some references to 6,250 nautical miles), satellite communications, specialized medical crews, litter and seated patient transport capacity, and compliance with federal Safety Management System regulations. Vendors must demonstrate capabilities across CONUS and OCONUS operations, particularly in regions including Africa, Asia, and the Pacific. The response deadline has been extended to October 3, 2025, at 1:00 PM ET, with questions accepted until that date through designated contracting officers Robin Guillie and Alicia Hofhine.
This opportunity carries no set-aside designation and is open to all qualified contractors, with the Department of State encouraging responses from vendors who can meet any or all requirements rather than requiring full capability coverage. The current incumbent contractor providing MMASS services is not specifically named in the documentation, though the government is actively seeking to either replace or supplement these existing services. No specific contract values or budget ranges are disclosed in this market research phase, though vendors are required to provide pricing information as part of their responses to the detailed questionnaire. The RFI emphasizes flexibility in operational approaches, welcoming partial capability submissions and considering multiple-source solutions including air ambulance broker services, with base operations required to be located within the Continental United States but not necessarily in Washington, DC.

Revised on 9/23/2025 to Extend Submission Date to 10/03/2025 and Place of Performance.
REVISED ON 9/9/2025 TO ADD Q&A DOCUMENT.
THIS IS A REQUEST FOR INFORMATION (RFI). This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this RFI is to perform market research, obtain information for project planning, to include the exploration of alternative solutions for services that are currently provided to the U.S. Department of State (DOS) Bureau of Medical Services (MED) through MED’s current Multi-Mission Aviation Support Services contract (MMASS). MED is seeking to review recommendations from industry regarding air ambulance capabilities and other aviation support services, such as medical and crisis support to medium-to-high threat locations, that meet MED’s requirements, resource, timeline, and cost constraints to implement short-notice aviation services, with an emphasis on short-notice medical and crisis aviation support. MED is collecting market research from industry, to include commercial aviation services providers — to determine what vendors and/or solutions are available to meet our immediate need to either replace or supplement the services that MED receives under MMASS. MED is also interested in reviewing recommendations from industry regarding biocontainment capabilities that would support transoceanic transport of patients with highly infectious diseases, independent of whether the vendor has organic aviation capabilities.
Place of Performance: Please see the Statment of Work for CONUS and OCONUS basing requirements. DoS encourages responspondants to submit capabilities for any or all regions of operation.
Department of State is requesting respondants to submit if they can meet ALL or ANY of the requiements.
Questions may be submitted electronically up to the date and time for responses to GuillieRL@state.gov and HofhineAK@state.gov.
Responses are due by October 03, 2025 at 1PM. Please email electronically to GuillieRL@state.gov and HofhineAK@state.gov.
