About this opportunity

U.S. Customs and Border Protection is issuing a Request for Information on operations and support services for Maritime Approaches Surveillance Towers (MAST) systems, with responses due by October 5, 2026, at 1:00 PM EST. This is market research only and does not constitute a commitment to award a contract.

CBP operates 16 existing MAST systems across four regions: Southwest (8 systems, 13 sites), Gulf of America (2 systems, 2 sites), Puerto Rico (4 systems, 5 sites), and U.S. Virgin Islands (2 systems, 2 sites). The RFI seeks vendor input on sustaining these systems and transitioning new systems into steady-state operations. Specific MAST site locations include San Diego, Oceanside, Long Beach, Lompoc, and three Channel Islands in Southern California; South Padre Island in South Texas; and facilities in Puerto Rico and two U.S. Virgin Islands.

MAST systems comprise commercial off-the-shelf maritime surface search radars (Furuno FAR 2228, Aerostar F50ER, or Terma Scanter 5202), electro-optical/infrared cameras (CONTROP Speed LR), encrypted Automatic Identification System receivers, Mission Management System software, and payload platforms operating 24/7/365 across remote coastal locations. Performance targets include operational availability of 95% threshold/99% objective, materiel availability of 90% threshold/100% objective, and Mean Down Time not exceeding 5 days threshold or 2 days objective.

Responses must use the mandatory RFI Vendor Submission Format template and address scalability to up to 75 systems with over 100 sites. Vendors should provide rough cost estimates for field, organizational, and depot-level maintenance; staffing and logistics recommendations; and insights on contract type, pricing approaches, small business participation, and original equipment manufacturer strategy. Submit to Leslie L. Lozano (leslie.lozano@cbp.dhs.gov) and oamtarspmo@cbp.dhs.gov with subject line "Sources Sought, MAST O&S."
