About this file

This is a Request for Information (RFI) submission template for the Maritime Approaches Surveillance Towers (MAST) Operations and Support (O&S) Program. The template is mandatory for all vendor responses and is designed to gather critical information from potential contractors regarding their qualifications and capabilities to support the sustainment, maintenance, and logistics of MAST systems across current and future sensor coverage zones.

The template requires vendors to complete six primary sections: (A) Company profile information including CAGE code, points of contact, and business classification status (such as 8(a), HUBZone, Service-Disabled Veteran-Owned, Small Disadvantaged, or Women-Owned Small Business); (B) Vendor qualification details including descriptions of three recent and relevant projects similar to MAST with contract numbers, periods of performance, and dollar values; (C) Rough Order of Magnitude (ROM) estimates for annual O&S costs, labor requirements in Full-Time Equivalents (FTE), and other direct costs for both current operations and expansion scenarios of 1-2 additional MAST sites; (D) identification of available contracting vehicles including GSA/Agency Multiple Award Schedules (MAS), DHS Strategic Sourcing Contracts, and Other Transaction Agreements (OTA); and (E-F) vendor recommendations regarding optimal logistics and maintenance approaches for multi-region MAST management and any additional strategic insights for the acquisition approach. The RFI is issued by the Department of Homeland Security Customs and Border Protection (CBP/OAM) for operations and support services related to deployed maritime surveillance systems.
