About this opportunity
The USGS is soliciting information for a Mission Operations Center and operations support for the Landsat 10 Earth observation satellite, with responses due June 4, 2026. The procurement is not set-aside and is open to all organization types, including large and small businesses, universities, nonprofits, and federal agencies.
The mission architecture has shifted from a planned triplet constellation (three observatories) to a single observatory with a targeted launch in late 2031, necessitating revised MOC requirements and cost estimates. The USGS seeks architecture solutions and rough order-of-magnitude costs for MOC development, operations readiness, and long-term operations and sustainment aligned with a higher focus on cost efficiency. The government plans to use responses to develop its acquisition strategy; this RFI does not constitute a solicitation for contract award and does not obligate the government.
MOC technical requirements include Telemetry & Command capabilities, Flight Operations Team staffing, mission planning and scheduling, flight dynamics, trending and analysis, and support for autonomous "lights-out" operations. The MOC must leverage mature technologies including cloud hosting, software-as-a-service, and infrastructure-as-a-service. Cloud-based MOC deployment must use the Cloud Hosting Services III vehicle in a GovCloud environment with FISMA Moderate security classification. Responses must comply with NIST RMF, FedRAMP, Zero Trust Architecture, and Continuous Diagnostics and Mitigation tool requirements. The government will provide Government-Furnished Equipment including hardware spacecraft simulators and potentially hardware encryptors.
An Industry Briefing is scheduled May 13, 2026, from 1:00 to 3:00 PM Central Time (registration required by May 12). Clarification questions are due May 28, 2026. Responses are limited to 30 pages and must be submitted via email to Tricia Rampersad (trampersad@usgs.gov). Respondents must provide cost estimates using a standardized spreadsheet covering development, integration, testing, operations readiness through Mission Threshold Review, plus five years of post-launch operations. Respondents must also identify company size status based on NAICS 541330 and socioeconomic status on a separate one-page document. The Solicitation Number is DOIGFBO260017, classified under Information Technology Services and Engineering Services (NAICS 541330), with set-aside determination pending.

This amendment to RFI DOIGFBO260017 ¿ Landsat 10 Mission Operations Center (MOC) & Operations announces the release of a consolidated Frequently Asked Questions (FAQ) document developed in response to frequently asked questions during the Industry Brief and One-on-One exchanges. This FAQ is designed to aid in the development of questions and/or responses to this RFI. The information provided is solely for market research and clarification purposes and does not revise the original scope, requirements, or intent of the RFI.
Update #4 ·
The USGS is seeking sources for a possible mission operations center (MOC) for the Landsat 10 project. While there have been prior RFIs and studies issued for this activity, significant changes in the mission architecture necessitate engaging with industry again to get updated information. The L10 project has been revised per direction from the administration and congress with a new architecture that differs from the baseline that was previously used in prior engagement with industry.
The baseline L10 architecture originally consisted of a "triplet" of three observatories (spacecraft bus + instrument) that were launched on a single vehicle and formed a constellation that executed Landsat Next mission requirements. The mission has since been revised to a single observatory with a targeted launch in late 2031. Thus, MOC requirements and objectives have been revised and the RFI seeks to obtain new MOC development and flight operations readiness and long-term operations costing information per the revised implementation approach.
Additionally, the budget profile for L10 development has been revised to reflect a higher focus on cost efficiency and savings. Thus, the Government is seeking architecture solutions that offer cost effective options for the L10 Mission Operations Center and Flight Operations functions.
Information received from this RFI will be used by the Government to develop its acquisition strategy for the L10 MOC for long-term operations.
This is a Request for Information (RFI) only and is not a solicitation for a contract or grant award. This RFI notice is for information purposes only, is not a request for proposals, and does not obligate the Government in any way. A request for proposals may or may not result from this request. The Government will not reimburse the respondents for any costs associated with the information submitted in response to this request. The Government will treat each submission in confidence.
