About this file

This is a Request for Information (RFI) and Sources Sought notice issued by the United States Geological Survey (USGS) for the Landsat 10 Mission Operations Center (MOC) and Operations.

The USGS seeks industry sources to provide information on Mission Operations Center architecture, development costs, and operations support for the Landsat 10 project. The mission architecture has been revised from the original plan of three observatories (triplet constellation) to a single observatory with a targeted launch in late 2031. Respondents should submit L10 MOC architecture proposals that may include modifications to existing facilities or implementation of dedicated MOC capabilities, with preference for highly available and resilient solutions leveraging mature technologies such as cloud hosting, software-as-a-service, and infrastructure-as-a-service to minimize costs while maintaining mission health and safety. Additionally, respondents must provide revised or new rough order-of-magnitude costs for L10 MOC development, operations readiness, and long-term operations and sustainment using the provided cost template (Attachment B). The Landsat 10 mission is a joint effort between NASA and the USGS under the Sustainable Land Imaging Program, designed as a follow-on to the highly successful Landsat series to ensure Landsat-like data availability to the USGS National Satellite Land Remote Sensing Data Archive for a minimum of five years.

The RFI is for planning and information purposes only and does not obligate the Government to award a contract. Responses are limited to 30 pages and must be submitted via email by June 4, 2026, at 11:00 AM Central Time to Tricia Rampersad (trampersad@usgs.gov). An Industry Briefing is scheduled for May 13, 2026, from 1:00 to 3:00 PM Central, with registration required by May 12, 2026. Clarification questions must be submitted by May 28, 2026, using the provided spreadsheet (Attachment A). The RFI is open to all organization types, including large and small businesses, universities, nonprofits, and federal agencies. Respondents should provide company size status based on NAICS 541330 (Engineering Services) and socioeconomic status (8(a), small disadvantaged business, HUBZone, Service-Disabled Veteran-Owned, WOSB, or ISBEE) on a separate one-page document. The Solicitation Number is DOIGFBO260017, classified under Information Technology Services (D) and Engineering Services (NAICS 541330); the Set Aside determination is pending.

United States Geological Survey (USGS) Request for Information (RFI) & Sources Sought

Landsat 10 Mission Operations Center (MOC) & Operations

General Information Solicitation Number: DOIGFBO260017

Release of RFI Date: 5/7/2026 Industry Briefing Date: 5/13/2026 Clarification questions submittal Due Date: 5/28/2026 Required Responses Due Date: 6/4/2026

Set Aside: To Be Determined

Classification Code: D – Information Technology Services

NAICS Code: 541330 – Engineering Services

Mission Operations Center (MOC) & Operations RFI The USGS is seeking sources for a possible mission operations center (MOC) for the Landsat 10 project. While there have been prior RFIs and studies issued for this activity, significant changes in the mission architecture necessitate engaging with industry again to get updated information. The L10 project has been revised per direction from the administration and congress with a new architecture that differs from the baseline that was previously used in prior engagement with industry.

The baseline L10 architecture originally consisted of a ”triplet” of three observatories (spacecraft bus + instrument) that were launched on a single vehicle and formed a constellation that executed Landsat Next mission requirements. The mission has since been revised to a single observatory with a targeted launch in late 2031. Thus, MOC requirements and objectives have been revised and the RFI seeks to obtain new MOC development and flight operations readiness and long-term operations costing information per the revised implementation approach.

Additionally, the budget profile for L10 development has been revised to reflect a higher focus on cost efficiency and savings. Thus, the Government is seeking architecture solutions that offer cost effective options for the L10 Mission Operations Center and Flight Operations functions.

Specifically, the USGS seeks:

1. L10 MOC architecture – This can include an update to a prior MOC RFI response or study submission that incorporates modifications to address the revised L10 implementation approach or a new L10 architecture; Submissions can include use of existing facilities or capabilities (modified to additionally support L10 development and flight operations) or implementation of a dedicated L10 MOC capability/facility including commercially available solutions. USGS seeks a highly available and resilient MOC architecture to ensure safe satellite operations. USGS prefers a MOC system solution that supports a flexible future maintenance approach. The Government is looking for approaches that leverage mature technological advances, such as cloud hosting and enterprise hosting alternatives (software as a service, infrastructure as a service, etc.) that enable a streamlined staffing profile with an objective of minimizing costs while maintaining mission health and safety.

2. Revised (or new) rough order-of-magnitude (ROM) costs for L10 MOC development, operations readiness and long-term operations & sustainment. The USGS will provide a template for requested cost information (Attachment B).

Information received from this RFI will be used by the Government to develop its acquisition strategy for the L10 MOC for long-term operations.

This is a Request for Information (RFI) only and is not a solicitation for a contract or grant award. This RFI notice is for information purposes only, is not a request for proposals, and does not obligate the Government in any way. A request for proposals may or may not result from this request. The Government will not reimburse the respondents for any costs associated with the information submitted in response to this request. The Government will treat each submission in confidence.

Background/Mission Overview/Objectives The Landsat 10 (L10) mission is a component of the Sustainable Land Imaging (SLI) Program conducted jointly by the National Aeronautics and Space Administration (NASA) and U.S.

Geological Survey (USGS) of the Department of the Interior (DOI).

L10 was conceived as a follow-on mission to the highly successful Landsat series of missions that have provided satellite coverage of Earth’s continental surfaces since the launch of the Earth Resources Technology Satellite (ERTS, later renamed Landsat 1) in 1972. The Landsat data archive constitutes the longest continuous moderate-resolution record of the global land surface as viewed from space. L10 is intended to ensure that Landsat-like data be provided to the USGS National Satellite Land Remote Sensing Data Archive (NSLRSDA) for a period of not less than five years.
