About this file
This is a Request for Information (RFI) issued by the Defense Logistics Agency (DLA) Troop Support to conduct market research for bottled water support under the Outside the Continental United States (OCONUS) Subsistence Prime Vendor (SPV) Program. The RFI seeks information from potential vendors regarding their capability to provide Prime Vendor support for bottled water to military and federally funded customers in Guatemala, with anticipated concentration in Guatemala City. The only approved Public Health Command (PHC) facility identified for bottled water sourcing is Fabrica De Bebidas Gaseosas Salvavidas, S.A. (GT-0004), located at 3a Avenida Norte Final Finca El Zapote, Zona 2, Guatemala City, Guatemala.
The RFI requests vendor responses addressing eight specific areas: capability to source, receive, consolidate, warehouse, manage inventory, transport, accept electronic orders, and maintain quality assurance for bottled water items; submission of product specification sheets; feasibility of deliveries to Guatemala City and other Guatemala locations, including base access requirements; small business status under SBA definitions (1,100 or fewer employees); company business type, major customers, and applicable NAICS identifier; existing facility information and current business use; operational capacity to handle maximum annual bottled water sales of $350,000.00; and pricing capability in the format of Product Price plus Distribution Price (fixed for the one-year contract term) equaling Final Price. Responses must be submitted via email to michael.agovino@dla.mil and Steven.Bogrette@dla.mil no later than Noon (12pm) Local Philadelphia time on Monday, November 23, 2026. The Government will not pay for responses, compensation is not available for development costs, vendor participation does not constitute a commitment for future business, and proprietary information will be protected according to applicable laws and regulations.
