About this opportunity
The McAlester Army Ammunition Plant (MCAAP), under the Department of the Army Materiel Command Joint Munitions Command, is issuing a Request for Information (RFI) to identify qualified vendors capable of providing comprehensive maintenance, repair, and technical support services for Siemens HVAC Apogee Direct Digital Control (DDC) systems. Key requirements include that all personnel must be Siemens-trained and certified technicians due to the proprietary nature of the systems. Contractors must demonstrate relevant qualifications through four submission components: company information and CAGE Code/UEI, Siemens certifications and technician qualifications with up to three examples of past performance on government or military installations within the last five years, a technical approach addressing preventive maintenance methodology and service call response procedures, and definitions of "Preferred Customer Rates" and available training services. This RFI is for market research and planning purposes only and will not result in contract award. Responses are due by February 10, 2026 at 10:00 a.m. central time and must be submitted as a single PDF document not exceeding 10 pages to Angela Rouse and Darla Lott at specified email addresses.
This announcement uses no set-aside designations and does not identify any current incumbents or budget range. The proposed contract would cover a five-year term consisting of a 12-month base period and four 12-month option periods, with services provided to Siemens Apogee DDC systems installed in 11 buildings across the MCAAP facility. Core services include 12 scheduled preventive maintenance site visits annually, software and data management including 12 annual data backups and annual Desigo CC software subscriptions with 110 subscription units, on-call support with guaranteed response times of two hours initial contact and eight hours on-site during normal operations, and emergency response within four hours for mission-critical failures. All maintenance must be scheduled during MCAAP operating hours, and all contractor personnel require Real ID credentials for base facility access.
