This is a Statement of Work (SOW) for a non-personal services contract to provide comprehensive maintenance, repair, and technical support for Siemens Apogee Direct Digital Control (DDC) systems at the McAlester Army Ammunition Plant (MCAAP) in McAlester, Oklahoma. The agreement term is five years, consisting of a 12-month base period plus four 12-month option periods. The systems are located in buildings 3, 5, 49, 135, 399, 419, 425, 454, 483, 683, and 710, previously installed under an Energy Savings Performance Contract (ESPC) by Siemens Government Technologies.
The contractor must employ Siemens-trained technicians due to the proprietary nature of the software and programming tools. Core services include 12 scheduled monthly site visits per year covering preventive maintenance and inspection, system communications verification, workstation and database verification, visual inspection, and battery/UPS checks. Software and data management services include 12 annual data backups, annual software upgrades (once per year), annual Desigo CC subscription (110 Subscription Units), operator consultation as needed, and firmware updates at additional cost. The contractor must provide included repairs identified during scheduled visits at no additional charge during normal working hours. Response times include initial contact within two hours of notification and on-site response within eight business hours if required; emergency calls requiring on-site presence within four hours are defined as critical system failures impacting mission-essential operations. All maintenance must be scheduled in advance during MCAAP operating hours, and all drivers require Real ID for facility access. Scheduled training courses are included at no additional cost; customer-specific training and additional services such as unscheduled calls and emergency labor are available at Preferred Customer Rates.
