About this opportunity

The National Aeronautics and Space Administration (NASA) has issued a Request for Information (RFI) seeking expressions of interest for available commercial office space within the District of Columbia to potentially serve as its new headquarters facility. The RFI targets real estate developers, local and state jurisdictions, academic institutions, federal agencies, and commercial aerospace partners interested in selling office properties. NASA is exploring multiple options for its headquarters, including a new lease, building purchase, federal collocation, or a lease with a potential purchase option. The agency requires a facility that can accommodate approximately 2,600 personnel and provides between 375,000 to 525,000 usable square feet of office space. This market research aims to determine the availability and capability of commercial properties that can meet NASA's specific operational and security requirements.

The primary objective of this RFI is to gather comprehensive information about potential office spaces that can serve NASA's headquarters needs. Contractors must submit detailed responses by January 15, 2025, including proof of ownership, legal descriptions, environmental assessments, and demonstrations of financial viability. The facility must meet stringent requirements, including Federal Protective Service Facility Security Level 4 standards, accessibility to Metro transit, parking for 300-400 vehicles, and features like SCIF facilities and STEM educational outreach spaces. Eligible respondents must provide complete property details in PDF format and disclose any foreign ownership. NASA explicitly notes that this RFI is for planning purposes only and does not guarantee a subsequent solicitation or contract award. Certain entities, such as those debarred from federal contracts or identified as security risks, are ineligible to participate in this opportunity.

Update #3 · Latest ·

The Government is conducting market research to determine interest and capability for available commercial business properties for sale to support office and related space. The Government is considering alternative space if economically advantageous. In making this determination, the Government will consider, among other things, the availability of alternative space that potentially can satisfy the Government’s requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunication infrastructure, and non-productive agency downtime.

This Request for Information (RFI) is being issued to obtain responses from members of the real estate and development community, local and state jurisdictions, academia, other Federal agencies, commercial aerospace partners, and other parties, that are interested in submitting information pertaining to purchase options the Government might consider for a headquarters facility within the District of Columbia. This RFI is being released to inform the Government’s options for headquarters housing, which could include a new lease procurement or a building purchase or federal collocation or a lease with a potential purchase option.
