The Request for Information (RFI) aims to identify potential sources that can deliver a seamless Enterprise Service Solution with zero transition and no disruption to existing operations. Key requirements include experience providing enterprise service support environments, capabilities for pre-production environment management, software and physical support for products managed by DHMSM, JOMIS, and EIDS, and the ability to execute a zero-downtime transition plan. Respondents must submit their responses via email to Domonique P. Holmes by February 14, 2025, at 4:00 PM Eastern Time, with submissions limited to 3 PDF pages. The applicable NAICS code is 541513 (Computer Facilities Management Services), and the Product Service Code is DA01.

The current solicitation does not specify a set-aside designation and does not indicate a specific award value or budget range. The bridge contract is designed to maintain critical support for PEO DHMS program offices, including development, testing, and deployment of software applications and medical devices. The ESS contract encompasses comprehensive services such as Data Center as a Service, Infrastructure as a Service, Platform as a Service, and Software as a Service, covering eleven managed services under a single program management office. The contract will support core operational needs including engineering services, cybersecurity, event management, virtualization, cloud services, and access management. While the RFI is not a formal solicitation and does not guarantee future contract award, it represents a strategic approach to ensuring uninterrupted support for defense healthcare management systems.
