About this opportunity

The Defense Health Agency awarded a sole-source, bilateral contract modification (P00002) to American Systems Corporation for $8,658,101.08 on October 26, 2026, extending the ESS Bridge Contract HT003826CE005 pending the follow-on competitive procurement HT003826CS003. The modification extends the Period of Performance for operational CLINs 0001 through 0005 by three months and shifts the transition-out Period of Performance for CLINs 1001 through 1005. The notice was posted November 2, 2026, with No Set-Aside Used.

The bridge covers operations, maintenance, and running of the accredited ESS test environment supporting METIC and DHMS Data Center operations, the hybrid test infrastructure including the TI.MIL Zone-B enclave and MedCOI connectivity, SaaS offerings, and operations and maintenance of the SDLCNext platform. Technical refresh, out-of-cycle support, and new Software as a Service are excluded. Independent Developmental Test and Evaluation sits under a separate contract.

The DHA justified the action as only one responsible source able to perform within the required timeframe. American Systems Corporation operates the accredited environment, which sits in space the incumbent holds under a lease renewed for a six-year term that cannot be assigned, and the incumbent does not intend to sublease. No other source has an approved facility, and standing up and accrediting a replacement takes substantially longer than the bridge period.

Notice text

The awarded contractor is American Systems Corporation (ASC). The bridge sustains only the current, accredited running environment: METIC and DHMS Data Center operations, the hybrid test infrastructure including the TI.MIL Zone-B enclave and MedCOI connectivity, the SaaS offerings, and operations and maintenance of the SDLCNext platform. It excludes technical refresh, out-of-cycle support, and new Software as a Service. Independent Developmental Test and Evaluation is not, and has not been, within ESS scope; it is performed under a separate contract.

Only one responsible source can perform this requirement within the required timeframe. ASC currently operates the accredited, running ESS test environment, and no other source can assume that operation on day one without a break in service. There is no other place to do the work during the bridge period. The accredited environment sits in space the incumbent holds under lease. That lease has been renewed for a six-year term cannot be assigned, and the incumbent does not intend to sublease. No other source has an approved facility from which to run this environment during the bridge andstanding up and accrediting a replacement facility takes substantially longer than the bridge period.

A sole-source, bilateral contract modification (P00002) to the existing ESS Bridge Contract (HT003826CE005) with American Systems Corporation. The modification extends the Period of Performance for operational CLINs 0001 through 0005 by three (3) months and shifts the transition-out Period of Performance for CLINs 1001 through 1005 to ensure continuous operational capability pending completion of the follow-on competitive procurement HT003826CS003.

Awarded contract HT003826CE005P00002 to AMERICAN SYSTEMS CORPORATION for 8658101.08 on 2026-10-26.
