About this opportunity

The Naval Sea Systems Command (specifically Naval Surface Warfare Center Panama City Division) is issuing a Request for Information to identify qualified vendors capable of providing large-scale Computer-Aided Design (CAD) model conversion and engineering comment adjudication services. The primary objective is to convert approximately 8,000 individual CAD part and assembly files from multiple formats (40% Siemens NX, 40% SolidWorks, 10% CREO, and 10% other) into native SolidWorks format while preserving full feature tree history, design intent, and functional constraints. Responders must submit capability statements addressing their technical approach, project management plans with specific milestones, use of artificial intelligence or automation techniques, data security protocols, and past performance on similar projects completed within the last five years. Evaluation criteria emphasize technical expertise, capacity to complete the work, project management skills, and the ability to establish a robust model-based configuration management environment within a SolidWorks Product Data Management system. The deadline for responses is April 29, 2026 at 1500 CST, with submissions sent as PDF files to garrett.j.calhoun.civ@us.navy.mil.

This RFI carries no set-aside designation and does not constitute a commitment by the Government to issue a formal Request for Proposal or award a contract. No current contractor or incumbent is identified in the announcement. The work must be completed within approximately two months from the start date, with secondary tasks including conversion of drawings to native SolidWorks Drawing files using a Government-provided standard template and implementation of approximately 5,000 approved engineering changes from a Comment Resolution Matrix. The NAICS code is 541511 (Custom Computer Programming Services) with a size standard of $34 million, and the applicable Federal Supply Classification code is 7A21. Interested parties must provide a Rough Order of Magnitude cost estimate clearly distinguishing costs for the primary task versus each secondary task, and all proprietary information must be clearly marked as such before submission.
