About this file

This is a Request for Information (RFI) issued by Naval Surface Warfare Center Panama City Division (NSWC PCD) for large-scale Computer-Aided Design (CAD) model conversion and engineering comment adjudication services. The RFI seeks industry capabilities to convert approximately 8,000 individual part and assembly files currently maintained in multiple CAD software packages into native SolidWorks format within a compressed timeframe. NSWC PCD will use the RFI responses to identify potential sources with technical expertise, capacity, and project management skills to support this effort and establish a robust, model-based configuration management environment within a SolidWorks PDM (Product Data Management) system.

The primary task requires conversion of approximately 8,000 CAD models consisting of 40% Siemens NX, 40% SolidWorks, 10% CREO, and 10% other formats into native SolidWorks parts (.sldprt) and assemblies (.sldasm) with full feature tree history, design intent, and functional constraints preserved. This primary task must be completed within approximately two months from work start. Secondary tasks include drawing conversion and reformatting to native SolidWorks Drawing files (.slddrw) incorporating a Government-provided standard template, and implementation of approximately 5,000 approved engineering changes detailed in a Comment Resolution Matrix (CRM) to be provided by the Government. Responses must be submitted as PDF files to garrett.j.calhoun.civ@us.navy.mil by 1500 CST on April 29, 2026. Capability statements should address corporate information, technical approach and methodologies, project management plans with specific milestone timelines, proposed use of artificial intelligence or automation techniques, data security protocols, past performance on similar projects within the last five years, and a Rough Order of Magnitude cost estimate clearly distinguishing costs for the primary task versus each secondary task. The applicable NAICS code is 541511 with a size standard of $34M, and the FSC code is 7A21. All proprietary information must be clearly marked, and all submissions become Government property and will not be returned.

REQUEST FOR INFORMATION (RFI) FOR CAD MODEL CONVERSION AND COMMENT

ADJUDICATION SERVICES

THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes – it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Government is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued.

1.0 Description & Background

Naval Surface Warfare Center Panama City Division (NSWC PCD) is seeking information on industry capabilities to perform a large-scale Computer-Aided Design (CAD) model conversion and engineering comment adjudication project.

We currently maintain a system model consisting of approximately 8,000 individual part and assembly files. These files were developed in a variety of CAD software packages. The primary goal is to consolidate all of these files into a single, native SolidWorks format within a compressed timeframe. Additionally, a significant number of engineering comments associated with these models need to be professionally adjudicated.

This RFI will be used to identify potential sources with the technical expertise, capacity, and project management skills to meet these requirements.

2.0 Scope of Requirements

The overall goal of this effort is to enable a robust, model-based configuration management environment for the system model within a SolidWorks PDM (Product Data Management) system. To achieve this, all system models must be converted to a uniform, native SolidWorks format.

The work is divided into a primary, time-sensitive task and secondary tasks with a more flexible timeline. Interested parties are encouraged to propose timelines and approaches that reflect this prioritization.

2.1 Primary Task: High-Priority Model Conversion

This is the main effort and is on an accelerated schedule.

• Requirement: Convert approximately 8,000 CAD models from their source formats into native SolidWorks files. The primary goal is a rapid turnaround to deliver a complete, uniform set of model files.

• Source Files:

• 40% Siemens NX

• 40% SolidWorks

• 10% CREO (formerly Pro/ENGINEER)

• 10% Other (Vendors should specify which "Other" formats they have experience converting).

• Key Deliverables:

• Converted models must be native SolidWorks parts (.sldprt) and assemblies (.sldasm) with full feature tree history and design intent preserved.

• All assembly mate and part constraints must be fully functional.

• The conversion process must ensure no loss of data, geometry, or metadata.

• A final, verified, and organized data package of all native SolidWorks models.

• Project Timeline: All work under this Primary Task must be completed within approximately two (2) months from the start of work.

2.2 Secondary Tasks: Drawing & Comment Resolution

These tasks are secondary to the model conversion and are not bound by the same aggressive timeline. Responders may propose completing these tasks concurrently with the primary task if feasible, or as a subsequent phase of work.

2.2.1 Sub-Task: Drawing Update and Re-formatting

• Requirement: Convert all engineering drawings associated with the models from Task 2.1 and update them to a new Government-provided standard.

• Key Deliverables:

• All drawings converted to native SolidWorks Drawing files (.slddrw).

• Drawings must remain fully associated and correctly linked to their respective 3D models.

• All drawings must be updated to incorporate a new Government-provided SolidWorks drawing template and adhere to all specified formatting guidance.

2.2.2 Sub-Task: Implementation of Approved Engineering Changes

• Requirement: Implement approximately 5,000 comments into the newly converted SolidWorks models and drawings.

• Government-Furnished Information: A Comment Resolution Matrix (CRM) will be provided. This matrix details all comments and their corresponding Government-approved corrective actions. All GFI will be CUI (Controlled Unclassified Information).

• Key Deliverables:

• Execution and implementation of the approved corrective actions directly into the native SolidWorks files (both models and drawings).

• A final disposition report or an updated CRM, verifying the completion of each required change.

• A version-controlled set of the final, modified SolidWorks files.

3.0 Requested Information
