About this opportunity

The Department of the Air Force, through Air Force Life Cycle Management Center Hanscom Air Force Base, is conducting market research by Request for Information (RFI) for WARDEN, the DAF Emergency Management Information System, with responses due 1700 EST October 30, 2026. No set-aside is used. The RFI is not a solicitation, no solicitation is available, and the Air Force is not seeking proposals or accepting unsolicited proposals. The Government will not extend the deadline or accept supplemental information. The October 29, 2026 update adds a Comment Resolution Matrix answering seven industry questions. Responses are limited to the MS Forms submission and must cover the entire RFI scope, with assumptions stated if the rough order of magnitude estimate is based on installations and users.

The Government seeks an AI-enabled enterprise software capability to automate the Preparedness, Protection, Response, and Recovery phases across routine operations, natural disasters, and major contingencies. The system will support Air Combat Command, Pacific Air Forces, and other Major Commands, and must reach a Technology Readiness Level of 7 or greater. Required capabilities include deployment within DoD cloud and software ecosystems, distributed architecture with edge execution during intermittent or denied communications, automated ingestion of authoritative geospatial layers, and secure mobile and edge interfaces for dispersed Airmen. Security requirements include DoD Impact Level 5 and Impact Level 6 standards, continuous Authority to Operate compliance, Software Bill of Materials generation, and Zero Trust architecture. The solution must operate on NIPR and SIPR through approved cross-domain services, though WARDEN is not itself a cross-domain solution. Integration with C2IMERA, GEOMAP, EMOC, and BLADE is required, along with approved external feeds. Developed code and plugins must be non-proprietary, with unlimited Government data rights. Clearance requirements are a Secret clearance prior to award and a Top Secret/Sensitive Compartmented Information facility clearance before scaling and fielding, plus a plan for obtaining a TS/SCI development environment. Responses may be shared with MITRE, Odyssey Consulting, Astrion Group, LLC, and A&AS contractors unless the respondent objects in writing.

The issuance of this RFI does not restrict the Government as to its ultimate acquisition approach.  Respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested parties’ expense.  Respondents are advised that the Government is under no obligation to provide feedback with respect to any information submitted.

To the maximum extent possible, please submit nonproprietary information.  Any proprietary information submitted should be identified as such and will be handled accordingly and protected from disclosure in accordance with applicable laws and regulations.  Proprietary information will be safeguarded in accordance with the applicable Government regulations.  The Government shall not be liable for damages related to proprietary information that is not properly identified.  Please note, there is no solicitation available at this time and any requests for solicitation will not receive a response.  Not responding to this request does not preclude participation in any future solicitation, if any is issued.  Funds are not currently available for this effort.

Any submissions in response to this RFI constitutes consent for that submission to be reviewed by Government personnel, Federally Funded Research and Development Center (FFRDC) Contractor employees, and Advisory & Assistance Services (A&AS) Contractor employees supporting Air Force AFLCMC/C3C Kessel Run program – unless respondent clearly objects in writing to the release of this information to FFRDC and/or A&AS Contractor employees supporting AFLCMC/C3C in a cover letter accompanying the respondent’s submission.  Entities that may support this effort are as follows: MITRE, Odyssey Consulting, and Astrion Group, LLC. All Government and Department of War (DoW) Contractor personnel reviewing RFI responses understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information.

1. DAF EMIS Background:

The objective of the Department of Air Force Emergency Management Information System (DAF EMIS) is to deliver an enterprise software capability natively deployed within the DoW software ecosystems and data platforms.  DAF EMIS will automate and accelerate all four core phases of the Emergency Management lifecycle – Preparedness, Protection, Response, and Recovery – across routine operations, natural disasters, and major contingencies.  The purpose of the DAF EMIS is to ensure mission assurance, operational resilience, and timely decision support across the Command and Control (C2) continuum and sustain essential operational missions.

DAF EMIS will be the U.S. Air Force’s premier, Government-owned software designed to provide real-time emergency response and installation resource management alongside the C2 continuum. See Attachment 1 Area of Interest (AoI) and Attachment 2 Statement of Objective (SOO) for additional requirement details.

The Program Management Office (PMO) at AFLCMC/C3C, Kessel Run, is seeking information for a comprehensive innovative solution to decouple and transition installation Emergency Management (EM) capabilities from the current Command and Control Incident Management Emergency Response Application (C2IMERA) system to establish a DAF EMIS.  The Government’s requirement is for an enterprise capability providing an integrated EM lifecycle multi-echelon situational awareness, and comprehensive regional infrastructure data.  The DAF EMIS will leverage innovative software to automate and accelerate the entire EM lifecycle “Preparedness, Protection, Response, and Recovery” across both peacetime daily activities to include disasters and adversary attacks.  This RFI presents a unique opportunity for companies to showcase their product(s) and/or capabilities to meet this requirement.

As a portfolio within Kessel Run, C2IMERA leverages industry best practices to rapidly deliver capabilities while posturing for future Information Technology (IT).  The PMO is looking for a solution that will meet the needs of our Users across the globe while embracing Agile software development principles, Development Security Operations (DevSecOps), and Lean product management practices to continuously integrate and deliver software capabilities.  The PMO embraces a culture of rapid feedback loops, e.g., build, measure, learn, and user-centered design managed by Government-led teams to rapidly develop, produce, and deploy software across the Department of the Air Force (DAF) Battle Network, while continuously iterating and improving upon those software applications.

The PMO intends to develop a System of Systems solution leveraging the best of the current fielded C2IMERA capabilities.  DAF EMIS will provide a scalable capability to optimize current capabilities of Emergency Management.  The DAF EMIS will ensure data-driven tactical readiness, strategic situational awareness, and expedite decision making processes.  DAF EMIS will be in Microservice architecture and operate under the shared Maven Smart System (MSS) data platform.  This application will directly support Air Combat Command (ACC), Pacific Air Force (PACAF), and/or other Major Commands with installation resource management.

The PMO is seeking information on capabilities from Interested Contractors/Vendors to support the subject requirements to facilitate market research and determine the best strategy and approaches for fulfilling user needs and operational requirements.

2. Market Research Approach:

Through responses provided to this RFI, and subsequent Market Research Engagements, the Government intends to obtain: 1) Industry’s input and suggestions on refining requirements; 2) Recommendations on the government’s acquisition and contracting approach; and 3) Industry’s capabilities to meet the above requirements.

Respondents to this RFI may be invited to participate in further market research activities, including Virtual or In-person Industry Day, Virtual One-on-One activities, Product Demonstrations, and Questions-and-Answer sessions.

2.1. Requirements Background and Objectives:
