About this file
This is a Questions and Answers document from the WARDEN Request for Information (RFI) Comment Resolution Matrix dated October 29, 2026. The document addresses seven industry questions regarding scope, submission requirements, and technical specifications for the WARDEN program.
Key clarifications include: the Rough Order of Magnitude (ROM) estimate must cover the entire RFI scope with assumptions provided if estimates are based on installations and users; responses are limited to MS Forms submissions only, with no supplemental narrative materials accepted during this market research phase; the RFI submission deadline of October 30 will not be extended and supplemental information will not be accepted; WARDEN will support operations across NIPR and SIPR networks using approved cross-domain services but is not itself a cross-domain solution; automated data ingestion may include structured feeds from authoritative government and approved external sources beyond the named systems (C2IMERA, GEOMAP, EMOC, BLADE); and content inspection and sanitization of ingested data is expected as a WARDEN function enforcing common standards for blue force objects. The government is in market research phase only and will not review information outside the RFI instructions. Contractors should base responses on the provided RFI instructions and Statement of Objectives, with all development objectives required to be completed regardless of deployment scale variations.

Question Number
Industry Question Final Gov Response
1 Question 15 requests a reasonable ROM for the products and services with itemized breakdown into development, support/sustainment, and other costs.
a. Does this ROM pertain to only the scope listed in question 14 or the entire scope of the
RFI?
b. To support a more accurate estimate, please clarify the anticipated deployment scale, including the number of bases or installations and the expected number of system users per site and overall.
a) The ROM pertains to the entire scope of the RFI (if able). However, at the minimum, the ROM should include the highlighted requirements.
b) Development scale is based on the SOO. All objectives have to be completed. The number of installations and users are subject to change. If ROM is based on installations and users, please provide assumptions when submitting the ROM.
2 Will the Government allow interested parties to provide additional narrative response to demonstrate capabilities outlined in attachment 2 (statement of objectives)? Or are RFI responses limited to just the MS Forms text responses? If there is an alternative way to provide and demonstrate capabilities, what is the method of delivery and is there a length (text / page) limitation?
Currently, the Government is in market research phase only. Any information other than the anwers in the RFI will not be reviewed at this time. All submissions shall follow the RFI instructions.
3 Would the Air Force consider extending the October 30 RFI response deadline by one week, to November 6, 2026?
If the deadline cannot be extended, would the program office consider accepting supplemental technical information covering the cross-domain requirement after the current deadline?
The Government will not consider an extension for the RFI submission.
Supplemental technical information, other than the information submitted through MS Forms, will not be accepted at this time.
4 Does WARDEN move data between classification levels or enclaves, or is "across security domains" describing something narrower?
WARDEN will support operations across NIPR and SIPR using approved cross-domain services. WARDEN is not intended to function as the cross-domain solution itself.
5 Does automated data ingestion include content from outside the accredited boundary, or is it structured feeds from the named government systems (C2IMERA, GEOMAP, EMOC, BLADE) only?
Automated ingestion may include structured feeds from other authoritative Government and approved external sources.
6 Is content inspection or sanitization of ingested data in scope, or assumed to be handled elsewhere?
Cross-domain filtering will be performed through approved cross-domain services. General content inspection and sanitization is expected to be a function of WARDEN and should enforce a common standard for the various blue force objects being collected.
7 Would a one-pager capability statement or a brief call be more useful for your market h?
Contractor may provide RFI responses based on the RFI instruction.
