About this file

This is an Area of Interest (AoI) document issued by the Air Force Life Cycle Management Center (AFLCMC) for the DAF Emergency Management Information System (DAF EMIS), a project initiative called WARDEN (Worldwide Airbase Resiliency, Defense, and Engineering Navigator), dated 14 October 2026.

The Department of the Air Force seeks an innovative AI-enabled software solution to modernize installation Emergency Management capabilities across the full lifecycle of Preparedness, Protection, Response, and Recovery. The solution must integrate Emergency Management processes with local and regional geospatial data to enhance airbase resilience against complex threats that could trigger cascading failures across critical base lifelines. The capability must provide persistent, multi-echelon situational awareness extending from tactical airbases to operational-level higher headquarters and to individual dispersed Airmen, replacing current manual processes that cause input fatigue, cognitive overload, and stale situational awareness. The solution must meet five specific technical requirements: (1) Ecosystem Integration—deploy within designated DoD cloud and software ecosystems; (2) Tactical Resilience—feature distributed architecture with local data caching and edge execution capable of operating reliably during intermittent or denied communications without data loss; (3) Automated Geospatial Foundation—dynamically ingest authoritative on- and off-base map layers and web feature services for real-time status tracking of critical lifelines without manual GIS creation; (4) Edge & Mobile Agility—provide secure, platform-agnostic mobile/edge interfaces for dispersed Airmen on government-furnished and approved edge devices with interoperability for approved tactical suites; and (5) Security & Deployment—meet DoD Impact Level 5 (IL5) and Impact Level 6 (IL6) security standards and align with continuous Authority to Operate (ATO) compliance pipelines.

1. OVERVIEW

The Department of the Air Force (DAF) seeks an innovative solution to modernize its installation Emergency Management (EM) capabilities. This effort will establish a DAF Emergency Management Information System (DAF EMIS – developed under the project initiative WARDEN (Worldwide Airbase Resiliency, Defense, and Engineering Navigator). This requirement will integrate EM lifecycle and full spectrum of local and/or regional geospatial data. WARDEN will leverage innovative software to automate and accelerate the entire EM lifecycle: Preparedness, Protection, Response, and Recovery.

2. PROBLEM STATEMENT

The speed and complexity of the modern battlespace require the DAF to identify innovative solution to ensure forces can dynamically survive and operate under duress. This solicitation addresses two interrelated operational and technical challenges:

2.1 Mission Problem: DAF airbases are subject to a range of complex threats designed to trigger rapid, cascading failures across critical base lifelines. The DAF requires persistent, multi-echelon situational awareness that extends across the Command and Control (C2) Continuum—from tactical airbases/operating locations to operational-level higher headquarters. Crucially, this operational picture must also reach individual Airmen dispersed away from critical hazard and safety areas allowing them to safely maneuver and execute their mission. This initiative seeks to enhance general base operating resilience against a variety of potential disruptions.

2.2 Desired Outcomes: Airbase Command and Control Nodes and tactical responders currently rely on processes that can lead to acute input fatigue, cognitive overload, and stale situational awareness. This administrative burden forces units into a chronic state of reactive response, depriving them of the data-driven predictive tools required for proactive preparedness, protection, and recovery. In contested environments, this friction is exacerbated by reliance on constant high-bandwidth connectivity, which can cause command blackouts in denied or degraded communication conditions. The DAF seeks a AI-enabled software capability that automates the full Emergency Management lifecycle while operating within the following technical boundaries:

2.2.1 Ecosystem Integration: Must be capable of deploying and functioning within designated Department of Defense (DoD) cloud and software ecosystems.

2.2.2 Tactical Resilience: Must feature a distributed architecture capable of local data caching and edge execution, and must be able to operate reliably during intermittent or denied communications without data loss.

2.2.3 Automated Geospatial Foundation: Must dynamically ingest authoritative on-and off-base map layers and web feature services to automate the mapping and real-time status tracking of critical local-to-regional lifelines without manual Geographic Information System (GIS) creation or file imports.

2.2.4 Edge & Mobile Agility: Must provide a secure, platform-agnostic mobile/edge interface to support dispersed Airmen and field units on both government-furnished and approved edge devices, including interoperability with approved tactical suites.

2.2.5 Security & Deployment: Must be architected to meet DoD Impact Level 5 (IL5) and Impact Level (IL6) security standards and align with continuous Authority to Operate (ATO) compliance pipelines.
