About this opportunity
Army Contracting Command Rock Island is issuing a Request for Information on an Army Acquisition Talent Management Solution (AATMS) intended to replace legacy CAMP/CAPPMIS systems, with responses due by October 23, 2026 at 4:00 p.m. PST.
The Army seeks a commercially available, highly configurable platform supporting 60,000 users that consolidates fragmented acquisition workforce talent functions—certification management, professional development, career planning, and position management—into a unified authoritative hub with real-time leadership visibility and role-tailored analytics. The solution must deliver a Minimum Viable Capability Release within twelve months of award followed by incremental capability releases.
Technical and security requirements are stringent. The system must achieve Authority to Operate (ATO) at DoD Cloud Computing Security Requirements Guide Impact Level 4 or higher, implement CAC/PKI single sign-on authentication, comply with DODI 8510.01 Risk Management Framework, NIST SP 800-53, FEDRAMP+ IL4 controls, and OMB M-22-09 Zero Trust Architecture standards. The platform must deliver 98% mission availability with response times under 5 seconds, restore full operations within 24 hours of disaster recovery activation, and maintain a 4-hour Recovery Point Objective. It must integrate via modern API-driven architecture with Army Vantage, IPPS-A, and multiple authoritative data systems including ATRRS, CHRA, DCPDS, and WEB TEDS while migrating legacy CAPPMIS records.
Respondents must submit five-page responses (excluding cover materials) describing solution fit against the Master Requirements List, identifying gaps by exception, providing a high-level schedule with swimlanes, and delivering a non-binding Rough Order of Magnitude with assumptions and cost drivers including development, configuration, customization, data migration, integration, hosting, licensing, support, and training. Responses must address contract type, vehicle, and procurement parameter recommendations and assert Government Purpose Data Rights ensuring full data ownership without proprietary lock-in.

Update #2 · Latest ·
The current CAMP/CAPPMIS environment cannot rapidly assimilate evolving acquisition workforce credentialing frameworks, credential updates, or statutorily mandated policy revisions. Disparate record silos degrade data integrity and deny leadership real-time visibility into workforce readiness.
The Army seeks a commercial, outcomes-focused capability that consolidates acquisition talent functions into an authoritative user hub. The objective is to replace disparate legacy modules with an adaptable, commercially available platform that automates and simplifies workflows, protects and secures workforce information, synchronizes with Army enterprise repositories, and delivers role-tailored dashboards and analytics for leaders, career managers, supervisors, and workforce members. *This Draft RFI has been extended to Friday October 23, 2026 at 16:00 PST.
