About this opportunity

The Department of the Treasury Departmental Offices issued a Request for Information on FOIA and eDiscovery Management System and Supporting Services with a response deadline of May 19, 2026.

The Treasury seeks to consolidate fragmented FOIA and eDiscovery operations across 50+ bureaus under a single, FedRAMP-authorized cloud-based SaaS solution to replace current systems including Nuix Discover, Relativity, and FOIAXpress. The proposed Blanket Purchase Agreement establishes an enterprise-wide platform managing the full lifecycle of FOIA requests and litigation discovery—from data intake and processing through review, redaction, production, and archival—while ensuring compliance with Federal Rules of Civil Procedure, the Freedom of Information Act, Privacy Act, NIST standards, FISMA, and Treasury cybersecurity directives.

The solution must support 240 TB of active-review data and 480 TB of cold storage initially, scaling to 1,500 TB, with capacity for 225 eDiscovery and 335 FOIA concurrent users expandable to 750. The contractor must ingest and process 500 GB to 1 TB of data daily across multiple file formats and provide four primary task areas: integrated eDiscovery solution with AI/ML capabilities including predictive coding and automated redaction; integrated FOIA solution with case management, request intake, and public portal functionality; professional services for program support; and platform management, configuration, and migration services.

The contract structure provides a 12-month base year and six optional 12-month years under firm-fixed-price terms (NAICS 518210). Work is performed at Treasury locations in the Washington D.C. metro area or contractor facilities. The contractor must obtain FedRAMP Moderate authorization and Authority to Operate within 90 days of award, maintain 99.9% system uptime, and provide 24/7 cybersecurity support. All contractor staff must be U.S. citizens, pass Treasury background investigations at the High-Risk level, and comply with HSPD-12 PIV requirements.
