About this opportunity

The Defense Intelligence Agency (DIA), through the Virginia Contracting Activity (VACA), is seeking capability statements for the procurement of one Mimaki JFX200-2513EX UV Flatbed Printer along with associated maintenance and training services. This pre-solicitation notice is issued for market research purposes to solicit industry input on a more precise NAICS code classification and to ensure sufficient competition exists to meet the Government's requirements. Key contract requirements include delivery and installation of the printer by September 30, 2026, provision of a minimum one-year extended warranty covering manufacturer parts and labor, RasterLink 7 RIP software licensing, personnel training coordinated with designated Print Plant Supervisors and the Contracting Officer's Representative, and 24/7 technical support maintenance. The Government is particularly interested in responses from small businesses, small disadvantaged businesses, 8(a) firms, service-disabled veteran-owned small businesses, HUBZone small businesses, and women-owned small businesses. Interested vendors must submit a brief capabilities statement in Microsoft Word or PDF format by April 23, 2026, at 1300 EST to Patrice.Martin@dodiis.mil and Brittany.Turner@dodiis.mil, including company profile information, maintenance and training delivery approach with turnaround times, and relevant experience from the past three years demonstrating capability to provide similar products and services.

This pre-solicitation notice carries no set-aside designation, and no incumbent contractor or current contractor information is identified in the available documents. The anticipated contract is valued at $12,500,000 as the small business threshold, though the actual contract value may differ based on final procurement strategy. The contract will consist of a one-year base period with one-year option period. The printer specifications include an LED-UV curing system, single-phase vacuum unit, two-layer print function, 8-channel ink supply system, on-demand Piezo print heads, capability to print on media up to 2 inches thick, and a media print area up to 98.4x51.2 inches. Installation must be completed within 10 days of notification at the DIA facility in Landover, Maryland, during normal business hours (0700-1400 Monday-Friday), with training to be provided within 30 days of equipment delivery.
