About this opportunity

The Department of Education Contracts and Acquisition Management has issued a Request for Information (RFI) for the Federal Student Aid (FSA) Technology Modernization Initiative. This Special Notice seeks industry insights to modernize FSA's technology ecosystem in support of implementing the One Big Beautiful Bill Act. The RFI addresses significant technological challenges within FSA's current systems, including outdated legacy platforms, siloed data across multiple systems, and fragmented vendor solutions that hinder effective service delivery to students and borrowers. FSA is exploring comprehensive modernization approaches ranging from complete "greenfield" system rebuilds to incremental improvements or hybrid strategies. The agency has conducted extensive industry engagement, including a virtual Industry Day on August 22, 2025, which attracted over 300 participants from more than 140 organizations, including at least 60 small businesses.

The RFI's primary objective is to gather innovative solutions for modernizing or replacing FSA's legacy systems, integrating siloed data, consolidating disparate vendor solutions, and improving services to students, parents, and borrowers. The final deadline for RFI responses is September 22, 2025, at 8:00 AM ET, with responses limited to 40 pages and submitted via email to FSATechModernization@ed.gov. Contractors must include socioeconomic status and government contract vehicle information in their submissions, and all personnel requiring system access must be U.S. citizens or permanent residents. The initiative focuses on six key areas: overall modernization strategy, data infrastructure, system reliability, customer experience, data analytics, and cybersecurity. FSA emphasizes learning from past audit findings and requires comprehensive planning, realistic cost estimates, robust testing, and strong oversight in proposed solutions, with particular interest in cloud-first approaches meeting FedRAMP Moderate authorization requirements.

The purpose of this Request for Information (RFI) is to gain a better understanding of--and potentially leverage current and emerging industry capabilities to modernize FSAs technology while enabling the successful implementation of the One Big Beautiful Bill Act. More specifically, FSA aims to gather insights from industry on solutions to achieve a modern, integrated, and secure FSA systems ecosystem that addresses the shortcomings of our current state of technology. To this end, FSA is seeking innovative approaches to:

 - Modernize or replace FSAs legacy systems;

 - Integrate siloed data across multiple systems;

 - Consolidate or coordinate disparate vendor solutions; and

 - Improve services to students and borrowers.

Additionally, FSA seeks input on whether a greenfield rebuild (i.e. developing a new system landscape from scratch); incremental improvements to existing systems; or a hybrid of both approaches will effectively meet the evolving demands and needs of students, parents, borrowers, and our partners.

It is important to note that lessons learned from past efforts and audit findings including the need for comprehensive planning, realistic cost/schedule estimates, robust testing, and strong oversight should inform FSAs appoaches. Hence FSA encourages Respondents to reference these findings and propose solutions that address the documented weaknesses in FSAs current technology environment.
