About this opportunity
Immigration and Customs Enforcement's Homeland Security Investigations directorate intends to solicit development of accredited continuing education training on substandard and falsified medical products, with responses to this RFI due August 3, 2026 at 10:00 a.m. EST. No set-aside applies.
The course targets healthcare providers (physicians, pharmacists, and nurses) and must deliver four interactive, modular components covering trends in falsified pharmaceuticals and devices, detection and risk identification, patient education strategies, and reporting procedures via FDA MedWatch and MAUDE systems. The curriculum requires ACCME accreditation for CME credits, evidence-based content aligned with World Health Organization and FDA terminology, and full compliance with WCAG 2.1 Level AA and Section 508 accessibility standards including captions, audio descriptions, and video transcripts.
Deliverables include a complete course outline, pre- and post-assessments, four comprehensive instructional modules with knowledge checks and interactive exercises (branching scenarios, case studies, drag-and-drop activities), narrated videos, animated infographics, a "Common Offenders" reference guide, quick-reference tools, evaluation forms, and all editable source files in non-proprietary formats. The contractor must deploy the course on an industry-recognized CME platform supporting user registration, credential tracking, and automatic certificate issuance, then provide platform administration, analytics, and technical support throughout performance.
Performance period runs one year from September 1, 2026 through August 31, 2027. The government retains unlimited "work made for hire" rights to all deliverables and requires contractors to clear third-party materials for perpetual government use. Responses limited to three pages should address organizational experience developing accredited CME courses, technical capabilities, past performance on similar projects, proposed curriculum and delivery approach, development timeline, and pricing.
