About this opportunity

The USPTO is seeking market research through a Sources Sought Request for Information (RFI) on campaign services for a nationwide public awareness campaign on counterfeit pharmaceuticals and medical devices, with responses due November 16, 2026 at 10:00 a.m. ET. The RFI is issued under NAICS 541820 (Public Relations Agencies), is strictly for market research, and does not constitute a solicitation or a government obligation to award. The Set Aside line reads "No Set-Aside Used." Rev 1 superseded the November 6, 2026 response date stated in the original description, and questions closed October 26, 2026 at 1:00 p.m. ET.

The requested effort covers media relations, videos, other creative communications deliverables, a microsite, and a social media campaign highlighting pharmaceuticals and medical devices falsely represented as products made or distributed by real companies. Respondents must address nine questions covering company overview, organization size and locations, capabilities and limitations, prior pharmaceutical and medical device campaigns focused on counterfeits, campaign-specific experience, outreach channels, personnel and subject-matter expertise, performance metrics, and risk mitigation. Responses are limited to five pages, excluding cover pages and attachments, and must be submitted as searchable PDFs to Emalee.Gawrelski@uspto.gov and Joy.Pitts@uspto.gov. SAM.gov registration is not required to respond but will be required if a procurement proceeds. The source does not state a period of performance, anticipated value, or incumbent.
