About this opportunity
The Defense Health Agency (DHA) Warfighter Expeditionary Medicine and Treatment (WEMT) Project Management Office is seeking industry input for the development of an Advanced Medical Monitor (AMM), a sophisticated medical device designed to support triage and treatment decisions from Point of Injury (POI) through Role 3 hospital care. The AMM will consist of two primary components: the Next Generation Medical Monitor (NGMM) for Roles 2-3 care and the Expeditionary Medical Monitor (EMM) for point of injury and Role 1 care. Key contract requirements include FDA approval by 2030, cybersecurity compliance, interoperability with battlefield medical systems, and the ability to monitor multiple patients simultaneously. The RFI seeks detailed technical information from potential vendors, with responses due by March 21, 2025, at 1:00 PM Eastern. Evaluation will focus on vendors' capabilities to meet specific performance parameters, including vital signs monitoring, decision support algorithms, data retention, and ruggedized design for extreme environments.
The pre-solicitation notice indicates no specific set-aside designations for this opportunity, and no incumbent contractors are mentioned. The development will occur in two phases: Phase I (Technology Maturation and Risk Reduction) from September 2025 to March/June 2027, and Phase II (Engineering and Manufacturing Development) from March/June 2027 to June 2029. The government may award one or multiple contracts for each system component, with a potential down-select prior to Phase II. While specific award values are not disclosed, the project involves developing medical monitoring devices with potential multi-patient capabilities and stringent technical requirements. The procurement falls under NAICS category 334510 (Electromedical and Electrotherapeutic Apparatus Manufacturing), suggesting a focus on advanced medical technology development for military healthcare applications.
Notice text
The Advanced Medical Monitor (AMM) is a medical device that will give medical providers the information needed both to support triage decision making and to inform treatment decisions. This project aims to field decision support capability as far forward as Point of Injury (POI). The AMM will seek to combine functionality of current deployed monitors as well as potentially adding capability to monitor more than one patient on a single device, allowing for optimization of the total number of medical monitors required at a given site. Through this RFI, Defense Health Agency (DHA) Warfighter Expeditionary Medicine and Treatment (WEMT) Project Management Office (PMO) is seeking information on AMM Capabilities to guide on development and fielding of this device.
