About this opportunity
The U.S. Customs and Border Protection (CBP) Hiring Center is conducting a Request for Information (RFI) to gather market research on electronic fingerprint collection services nationwide. The agency requires a contractor to provide comprehensive fingerprinting facilities and personnel capable of electronically capturing and transmitting fingerprint data for CBP employees, contractors, consultants, and applicants undergoing background investigations. The contractor must be able to schedule appointments within 60 highway miles of a candidate's zip code and handle approximately 45,000 electronic fingerprints annually across all 48 continental states, Alaska, Hawaii, Washington D.C., Puerto Rico, U.S. Virgin Islands, Guam, and Saipan. Interested vendors must submit a ten-page white paper by May 16, 2025, at 11:00 AM Eastern Time, including administrative information, recommended contracting strategy, business type, subcontracting plans, and a rough price estimate per fingerprint set. The RFI emphasizes that this is a market research effort and does not guarantee a future procurement.
The pre-solicitation notice indicates no specific set-aside designation for this potential contract opportunity. The procurement falls under NAICS category 561611 for Investigation and Personal Background Check Services, with a Product Service Code (PSC) of R430 for Professional Support: Physical Security and Badging. While no specific award value or budget range is currently disclosed, the requirement to process 45,000 fingerprints annually suggests a significant potential contract scope. The contractor must provide a web-based portal accessible 24/7, maintain a testing environment for system changes, and demonstrate the capability to handle potentially thousands of fingerprint requests in a single day. All response costs will be borne by the interested parties, and the RFI serves primarily as a market research tool to understand potential vendor capabilities and approaches to delivering the required fingerprinting services.
