About this file
This is a Request for Information (RFI) issued by the U.S. Customs and Border Protection (CBP) Hiring Center seeking market research for electronic fingerprint collection services. The RFI requires a contractor to provide comprehensive fingerprinting services nationwide, covering all 48 continental states, Alaska, Hawaii, Washington D.C., Puerto Rico, U.S. Virgin Islands, Guam, and Saipan. The contractor must capture approximately 45,000 electronic fingerprints annually for CBP employees, contractors, consultants, and applicants undergoing background investigations, with the ability to schedule appointments within 60 highway miles of a candidate's zip code.
Key submission details include a white paper response due by May 16, 2025, at 11:00 AM Eastern Time, limited to ten total pages. The white paper must include administrative information such as company contact details, recommended contracting strategy, business type, subcontracting plans, and a rough price estimate per fingerprint set. Vendors must provide a web-based portal accessible 24/7, maintain a testing environment for system changes, and have the capability to handle potentially thousands of fingerprint requests in a single day. The RFI emphasizes that this is a market research effort and does not guarantee a future procurement, with all response costs borne by the interested parties.
