About this opportunity

The Department of Veterans Affairs Enterprise Procurement Office is issuing a Request for Information to identify qualified sources capable of developing, maintaining, and regularly delivering comprehensive billing code sets supporting Community Care Referral Guidelines (CCRGs), with responses due September 21, 2026 at 3:00 PM Eastern.

This RFI is for information and planning purposes only; VA is not accepting unsolicited proposals and will not bind itself to issue a solicitation or award a contract based on responses. The scope encompasses approximately 373 active CCRGs across multiple specialties. The contractor must perform technical mapping from CCRG clinical guidance to billable codes (CPT, HCPCS Level II, ICD-10-CM/PCS, NDCs, and related classifications), maintain code sets in response to national coding changes and VA direction, and deliver structured, version-controlled, adjudication-ready files on a recurring schedule. Quality assurance, independent review, and regression testing are required. The contractor shall apply a documented, repeatable mapping methodology respecting VA's sole authority over clinical scope, coverage, authorization, utilization policy, and reimbursement decisions.

VA solicits detailed narrative responses addressing 12 sections: organizational capabilities and socioeconomic designations (Section A); past work on comprehensive healthcare billing code sets with case studies at scale (Section B); proposed code-set development methodology, mapping approaches, and metadata requirements (Sections C–I); technical, operational, staffing, scheduling, licensing, and implementation risks with mitigations (Section J); and pricing structure recommendations including base pricing, per-unit costs, and surge-release pricing (Section K). Respondents must reference RFI number 36C10G26Q0088 in email subject lines. All costs of responding are the respondent's responsibility. Responses become government property and will not be returned.
